  • Develop strategies to identify, recruit, screen, onboard, prepare, and retain consumer reviewers.
  • Manage consumer reviewer nomination and outreach processes, including Consumer Outreach Plans.
  • Build relationships with patient advocacy, community, healthcare, support, military, and Veteran organizations.
  • Supervise Consumer Reviewer Administrators and coordinate workloads and resources.
  • Coordinate reviewer orientation, training, communications, participation records, and panel assignments.
  • Support reviewers with documentation, scheduling, system access, review materials, confidentiality, conflict-of-interest requirements, and other participation needs.
  • Maintain accurate records of reviewer eligibility, confidentiality acknowledgments, conflicts of interest, and participation requirements.
  • Collaborate with scientific review leadership to integrate consumer reviewers into peer-review panels while preserving their independent perspectives.
  • Monitor deadlines, reviewer availability, participation issues, replacement needs, and applicable reimbursement or honoraria processes.
  • Prepare status reports, identify recruitment or participation gaps, and implement approved process improvements.
  • Ensure activities comply with Government requirements, schedules, policies, and approved procedures.
Requirements:

Required Experience and Skills

  • Five to seven years of experience managing consumer, patient advocate, community stakeholder, volunteer, or research reviewer participation programs.
  • Experience leading staff responsible for outreach, recruitment, reviewer administration, or stakeholder engagement.
  • Experience establishing relationships with patient advocacy, community, healthcare, support, military, Veteran, or similar organizations.
  • Strong administrative management, training coordination, communication, stakeholder engagement, and records-management skills.
  • Ability to communicate sensitively and effectively with diverse reviewer communities and individuals with varying medical or scientific backgrounds.
  • Ability to manage multiple deadlines, reviewer assignments, and program priorities.
  • Strong written and verbal communication, organizational, problem-solving, and interpersonal skills.
  • Must be a United States citizen, per contract requirement.
  • Must be able to obtain and maintain a favorable T1 security investigation and a favorably adjudicated National Agency Check with Inquiries (NACI) clearance.

Preferred Qualifications

  • Experience with federal biomedical research, scientific peer review, patient advocacy, public health, or research evaluation programs.
  • Experience supervising consumer reviewer, patient advocacy, or stakeholder engagement staff.

Education and Training

  • Bachelor’s degree in public health, healthcare administration, social work, communications, health sciences, or a related field preferred. An equivalent combination of education and directly relevant experience may be considered.

Physical Requirements

  • May occasionally need to lift up to 25 pounds.
  • Must be able to travel and work onsite at Fort Detrick, Maryland, or other designated client locations as required.
