Position Summary

As a Program Director, you will play a vital leadership role in ensuring that mission is reflected in every home, every interaction, and every team member you lead.

The Program Director provides operational leadership for multiple residential and community-based programs. This position is responsible for ensuring exceptional quality of care, regulatory compliance, financial stewardship, staffing stability, and positive outcomes for the individuals we support. Working closely with the Regional Executive Director, the Program Director develops high-performing leaders, drives operational excellence, and creates a culture centered on accountability, teamwork, and continuous improvement.

This role is ideal for a leader who enjoys balancing people leadership, operational management, and strategic problem-solving while making a meaningful impact in the lives of others.

What You'll Do Operational Leadership
  • Provide leadership and oversight for multiple residential and community-based programs.
  • Ensure the consistent delivery of safe, high-quality, person-centered services.
  • Maintain regular on-site presence by visiting each assigned location at least bi-weekly to conduct walk-throughs, audits, coaching, and support.
  • Monitor program performance and implement improvements to achieve operational excellence.
Team Leadership
  • Lead, coach, mentor, and develop Site Supervisors and Direct Support Professionals.
  • Foster a positive, accountable, and inclusive work environment.
  • Conduct regular supervision meetings, performance evaluations, coaching conversations, and corrective action when necessary.
  • Partner with Human Resources to recruit, onboard, retain, and develop exceptional team members.
  • Ensure appropriate staffing levels while managing scheduling challenges proactively.
Quality & Compliance
  • Ensure compliance with all company policies and local, state, and federal regulations.
  • Monitor licensing standards and ensure ongoing readiness for audits and inspections.
  • Oversee documentation, medication administration, incident reporting, investigations, and corrective action plans.
  • Ensure implementation of Individual Service Plans (ISPs), Behavior Support Plans, and clinical recommendations.
  • Collaborate with Quality Assurance, Nursing, and interdisciplinary teams to improve outcomes.
Financial & Business Management
  • Manage program budgets and monitor expenses.
  • Ensure efficient utilization of resources while maintaining quality services.
  • Support occupancy goals through admissions, transitions, and discharge planning.
  • Analyze operational metrics and identify opportunities to improve financial and operational performance.
Stakeholder Relations
  • Build positive relationships with individuals served, families, guardians, county representatives, case managers, healthcare professionals, and community partners.
  • Address concerns professionally while maintaining person-centered solutions.
  • Represent Doma with professionalism and integrity throughout the community.
Strategic Leadership
  • Partner with the Regional Executive Director on strategic initiatives, growth opportunities, and operational planning.
  • Utilize Key Performance Indicators (KPIs) to drive accountability and continuous improvement.
  • Respond to emergencies, staffing concerns, and operational issues as needed.
Success Looks Like

Successful Program Directors consistently achieve the following performance expectations:

  • Maintain fewer than 5% unwanted discharges annually.
  • Achieve an average QA/QI audit score of 80% or higher.
  • Maintain Supervisor turnover at or below 25% annually.
  • Ensure 100% completion of required Care Plan meetings and documentation each month.
  • Maintain 85% or higher stakeholder satisfaction survey results.
Requirements

Education and Experience:

  • Bachelors degree in Healthcare Administration, Human Services, Social Work, or related field required
    • (Masters preferred for multi-site oversight)
  • Minimum 35 years of leadership experience in residential services, assisted living, or IDD programs
  • Demonstrated experience overseeing multi-site operations strongly preferred
  • Prior experience in Wisconsin regulated settings required:
    • Wisconsin DHS 83 (CBRF)
    • Wisconsin DHS 88 (AFH)
