About the Role

The Senior Manager of Contracts and Capture leads federal contract administration from award through closeout and drives strategic capture efforts. Working across our family of companies in a matrixed environment, this role collaborates with Business Development, Pricing, and Operations to build pipelines, negotiate teaming arrangements, and maintain full compliance with FAR, DFARS, and SBA requirements. The ideal candidate brings deep experience with competitive procurements and ANC-specific 8(a) sole-source awards.

Key Responsibilities

Contract Administration & Subcontracts Management

  • Cradle-to-Grave Administration: Oversee the full lifecycle of prime contracts and subcontracts, from initial award and performance modifications to compliance auditing and final closeout.
  • Subcontracting Strategy: Develop compliant Small Business Subcontracting Plans, manage flow-down clauses to vendors, and oversee supplier performance to ensure the execution of procurement deliverables.
  • Risk Mitigation: Provide expert counsel to internal stakeholders regarding organizational conflicts of interest (OCI), regulatory compliance, and contractual risk management.
  • Negotiation: Serve as the primary negotiator for complex contracts, master service agreements, and vendor modifications, acting as the primary liaison with government Contracting Officers (KOs).
  • May oversee and/or mentor junior-level staff

ANC & 8(a) Compliance

  • SBA Adherence: Support the compliance officer in insuring that all contracting actions, Joint Ventures (JVs), and Mentor-Protégé agreements maintain strict compliance with 8(a) program rules and ANC operational guidelines.

Capture Management & Corporate Strategy

  • Capture Execution: Participate in the pre-award capture lifecycle for task orders and large-scale opportunities, transitioning qualified leads into actionable, winning proposals across DoD and civilian agencies.
  • Teaming Arrangements: Identify, negotiate, and execute Teaming Agreements (TAs), Non-Disclosure Agreements (NDAs), Memoranda of Understanding (MOUs), Corporate Joint Ventures (JVs) and Contractor Teaming Arrangements (CTAs) with strategic industry partners.
  • Pipeline Development: Perform market analysis, competitive assessments, and RFP shredding to develop acquisition strategies that improve win probability and mitigate business risk.
  • Vehicle Management: Manage capture efforts across major Governmentwide Acquisition Contracts (GWACs), IDIQs, and Federal Supply Schedules (e.g., GSA MAS, OASIS+, Alliant, CIOSP3).
  • Strategic Capability Development: Work with other members of the growth team to develop internal corporate capabilities across the operating companies to better enable our various teams to communicate their work to outside audiences.
  • Support the Corporate Strategy team in M&A pursuits.
  • Pricing & Cost Strategy: Collaborate with finance to review cost bases, evaluate subcontractor proposals, perform price analyses, and ensure compliant, competitive pricing narratives.
Requirements:
  • Experience: 7–10+ years of progressive experience in federal contracts administration and/or capture management within the defense/federal contracting sector.
  • Regulatory Knowledge: Advanced, working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and SBA 8(a) regulations.
  • Education: Bachelor’s degree in Business, Supply Chain, Law, Economics, or a related field.
  • Clearance: U.S. Citizenship with the ability to obtain and maintain up to a DoD Secret or Top Secret security clearance.
  • Skills: Demonstrated ability to manage fast-paced proposals, execute complex teaming strategies, and interface effectively with executive leadership and technical teams.

Preferred Qualifications

  • Certifications: Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) through the National Contract Management Association (NCMA).
  • ANC Experience: Direct experience working within an Alaska Native Corporation (ANC), Native Hawaiian Organization (NHO), or Tribally Owned 8(a) holding company.
  • Advanced Degree: Master’s degree in a relevant discipline.
