Job Description
JOB DESCRIPTION: PROJECT MANAGER / ESTIMATOR
Classification: Exempt
JOB SUMMARY
Works directly with internal and external customers to coordinate projects from bidding through contract closeout, with a primary concentration on INDOT, KYTC, municipal and other public-sector projects, followed by commercial projects as business needs require. Responsible for project procurement, estimating, subcontractor and material pricing, scheduling, job setup and handoff, preconstruction coordination, project tracking, billing, change orders, certifications and permits.
Works closely with Superintendents, Division Managers, Administration, vendors, subcontractors, owners and engineers to ensure projects are properly estimated, planned, communicated and completed to customer specifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Estimating & Project Procurement
• Identify and pursue INDOT, KYTC, municipal and commercial projects through bidding opportunities, existing customers and incoming leads.
• Review plans, specifications and project requirements; develop accurate estimates and customer-ready proposals covering the complete scope of work.
• Request and evaluate subcontractor, material and supplier pricing, including availability and lead times.
• Determine aggregate sources, dump sites, trucking requirements and related costs during the estimating process.
Project Setup & Preconstruction
• Develop initial project schedules and coordinate timelines with customers, Superintendents and Division Managers.
• Create awarded jobs in the operating software, verify quantities and documentation, and complete project handoff to the Superintendent.
• Coordinate internal preconstruction meetings and owner/engineer meetings as required.
• Coordinate with Administration to establish required subcontracts and purchase orders.
• Maintain current plans, specifications, bid files and project documentation in appropriate systems and SharePoint
Project Management & Coordination
• Monitor project progress and communicate with Superintendents regarding schedules, project performance and issues requiring attention.
• Coordinate subcontractor scheduling with Superintendents and communicate with subcontractors regarding schedules and project-related issues.
• Coordinate and participate in project progress meetings with owners, engineers and Superintendents as needed.
• Maintain clear and timely communication with customers, vendors, subcontractors and internal team members throughout the project.
Billing, Change Orders & Compliance
• Coordinate required permits, certifications and project documentation, including INDOT, KYTC, MSD, ESC, municipal and other applicable requirements.
• Coordinate accurate project and progress billing with Administration in accordance with established procedures.
• Prepare, document and coordinate change orders and ensure approved changes are properly communicated and billed.
• Assist with project closeout and ensure required documentation, billing and outstanding project items are completed.
• Prepare and present post-project P&L reviews comparing actual job performance and costs to the original bid and estimate.
General Responsibilities
• Follow all policies and procedures established by Libs Paving Co., Inc.
• Maintain a high level of attention to detail, organization, discipline and professionalism.
• Participate in continuing education and training as required.
• Represent Libs Paving professionally with customers, agencies, engineers, vendors, subcontractors and the public.

QUALIFICATIONS, EDUCATION AND PHYSICAL DEMANDS
• Minimum three (3) years of construction industry experience required, with a focus on asphalt paving, heavy highway, INDOT, KYTC, municipal or similar public-sector paving work strongly preferred.
• Experience estimating and/or managing asphalt paving, heavy highway, municipal or DOT projects preferred.
• Experience estimating and bidding concrete construction projects, including quantity takeoffs, material costs, labor, equipment, and subcontractor pricing, preferred.
• High skill level in interpreting blueprints, plans, specifications and other project documents, including reporting and quality requirements.
• Working knowledge of construction estimating, quantities, materials, subcontractor pricing and project costs.
• Proven problem-solving and critical-thinking skills.
• Strong written and verbal communication skills with the ability to communicate professionally with customers, engineers, agencies and internal team members.
• Excellent organizational skills with strong attention to detail and the ability to manage multiple projects and priorities.
• Self-motivated, positive in approach and able to maintain an appropriate professional image.
• Demonstrates a leadership mindset and ability to take ownership of responsibilities.
• Dependable with good to excellent attendance and punctuality.
