Job Summary
The Human Resources Generalist serves as the subject matter expert for the human resources management systems. In this role, duties include collecting data and analyzing it to improve HR strategies and processes. Incumbents work to suggest ways to increase the functional productivity and workflow of the HR department. Employees in this class maintain Rockdale County's Human Resources Information System (HRIS), data and records, as well as supporting the compensation analyst with system data related to classification & compensation . Incumbent works to provide informational support for designated Human Resources program areas such as Recruitment & Retention, Employee Relations, Benefits & Wellness, Performance management, as well as Learning & Development; by preparing reports, records, and correspondence; maintaining department records; and handling special projects as assigned. Work is assigned by the Deputy Director, Human Resources in terms of general instructions . Completed work is reviewed for accuracy and the nature and propriety of the final results.
Essential Functions

Provides information support services for designated Human Resources program areas including recruiting, employee relations, safety, training, and others as assigned.
Coordinates and provides data support and data entry for new hires, terminations , benefits, and employee data changes.
Conducts HRIS presentation at new hire orientation as scheduled.
Responsibilities include analyzing and maintaining human resources information systems and other computer applications and systems, maintaining classification system validation tables to meet organizational needs.
Responsible for the integrity of the information that is housed in the HRIS, by running queries and analyzing data; works with Department designated HR representatives to resolve system issues.
Develops, maintains, and supports a variety of reports or queries utilizing appropriate reporting tools to support Human Resources programs and metrics.
Coordinates and maintains departmental records to include official employee files both print and digital; Provides records and reports as assigned.
Assist with reviewing reclassification request; performs salary analysis; establishes job requirements and standards; assist with job descriptions appropriate and classification.
Assist the Compensation Analyst to compose Board of Commissioner's Agenda Item Transmittal Forms and supporting documentation regarding new and amended job classifications and pay grades.
Assist with salary surveys to recommend County classification details; responds to salary surveys conducted by other organizations.
Assists Compensation Analyst with verification and accuracy of the county's budgeted headcount and classification and pay plan based upon Board of Commissioners' actions.
Reviews and processes a variety of personnel actions for consistency and conformance to applicable laws, policies, and procedures; Assists with system tracking of employee leaves types; payments and arears maintenance.
Performs other duties by participating on special project teams and committees.
Responsibilities Include analyzing and maintaining human resources information systems and other computer applications and systems, maintaining classification system validation tables to meet organizational needs.
Serves as the liaison between Human Resources and the county's payroll staff.
Provide support to employees and managers in navigating telework arrangements, addressing technical or procedural challenges.
Monitor telework program effectiveness, gathering feedback to refine policies and enhance remote work productivity.
Maintain and update HR-related content on SharePoint, ensuring accurate and accessible information for employees.
Develop workflows and document libraries within SharePoint to streamline HR processes, such as onboarding, training, and compliance tracking.
Train staff on usingSharePoint effectively to access HR resources and collaborate on projects.
Coordinate and manage the performance review process, ensuring timely completion and alignment with organizational goals.
Provide support to employees and departments by ensuring they have access to accurate and up-to date information.
Act as the primary resource for the county's Bilingual Program, addressing related needs and facilitating effective communication.
Additional Duties:

Knowledge, Skills and Abilities
Knowledge of the principles and practices of human resources management.
Knowledge of the functionality of computerized data systems for maintenance of personnel data.
Knowledge of the county's Human Resources and payroll (HRIS) systems, Microsoft Office suite and Outlook computer applications.
Knowledge of applicable state and federal employment and labor laws and governmental compliance requirements.
Knowledge of classification principles and practices in public sector Human Resources.
Ability to handle multiple interruptions and adjustments to priorities through the day.
Ability to analyze and evaluate statistical data and to propose alternative solutions to problems.
Ability to prepare written reports and correspondence, and to make presentations to senior leadership as required.
Ability to communicate effectively, both orally and in writing.
Ability to use professionalism, tact, and courtesy in dealing with County employees and the general public, in-person or by telephone.
Ability to maintain effective rapport and build relationships with internal stakeholders and external organizations.
Ability to exercise sound judgment and make decisions in a manner consistent with the essential job functions.
Ability to sit for extended periods of time and to operate assigned office equipment.
Working Conditions
Work is typically performed in an office with the employee sitting at a desk but may require visits to off-site locations.
Minimum Qualifications- Bachelor's degree in human resources, public or business administrative, or a related field.
- Five (5) years of professional office experience in a Human Resources environment or related field.
- OR have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
- Valid State of Georgia Driver's License.
- Experience working with human resources information systems technology.
- Professional in Human Resources (PHR) certification, Certified Compensation Professional (CCP), Certified Employee Benefits (CEB) or other designated professional certification.
