Sr. Specialist, Environmental Compliance

The Sr. Compliance Specialist provides advanced environmental compliance expertise to support construction, infrastructure, transportation, and municipal projects. This position is responsible for regulatory compliance oversight, permitting support, environmental inspections, technical review of environmental documentation, stakeholder coordination, and ensuring project activities comply with applicable environmental regulations, permits, and contractual requirements. The role serves as a senior technical resource and assists with the development and implementation of environmental compliance programs and best practices.

What you will do:

  • Provide advanced technical and regulatory support for environmental compliance programs and projects.
  • Interpret and apply environmental regulations, permit requirements, agency guidance, and contractual environmental commitments.
  • Conduct environmental compliance reviews associated with federal, state, and local regulations, including National Pollutant Discharge Elimination System (NPDES) requirements.
  • Coordinate Stormwater Pollution Prevention Plan (SWPPP) development, permitting, compliance monitoring, reporting, and implementation activities.
  • Review and provide technical comments on environmental plans, permit applications, permit modifications, environmental assessments, and related project documentation.
  • Conduct site inspections to verify compliance with environmental permits, project requirements, environmental commitments, and regulatory obligations.
  • Perform water quality monitoring, field investigations, sampling activities, erosion and sediment control evaluations, and pollutant assessments.
  • Identify compliance concerns and develop recommendations for corrective actions and continuous improvement.
  • Maintain environmental compliance records, permit files, inspection reports, monitoring documentation, and regulatory correspondence.
  • Review and evaluate environmental submittals including: Contaminated Materials Management Plans, Groundwater Dewatering Plans, Spill Prevention and Containment Plans, Wetland and Floodplain Mitigation Plans, SWPPPs, Environmental Monitoring Reports, NPDES Inspection Reports, Cultural Resource Documentation, Asbestos and Regulated Material Documentation.
  • Provide technical review of proposed mitigation measures for environmental impacts and regulatory compliance.
  • Coordinate with project managers, engineers, contractors, municipalities, environmental consultants, and regulatory agencies.
  • Serve as a liaison between project teams and regulatory stakeholders to facilitate project approvals and compliance requirements.
  • Assist in the preparation of environmental reports, compliance assessments, technical memorandums, presentations, and agency correspondence.
  • Participate in project meetings, field reviews, design reviews, permitting discussions, and regulatory coordination meetings.
  • Track environmental commitments and ensure compliance obligations are fulfilled and appropriately documented.
  • Assist in developing environmental compliance procedures, standards, guidance documents, and quality control processes.
  • Provide technical mentorship and guidance to junior staff and assist with training activities related to environmental compliance and regulatory requirements.
  • Stay current on changing environmental regulations, permitting requirements, industry standards, and best practices.
  • Perform other duties as assigned.
  • Positions self to access tools and materials in various locations.
  • Traverses job sites having uneven terrain, slopes, confined spaces, or reinforced trenches.
  • Moves materials weighing up to 75 pounds periodically.
  • Conducts visual assessments of task quality and job site safety.
  • Ascends/descends into job site areas to complete inspections and data collection.
  • Operates tools requiring fine motor skills.
  • May remain in stationary position for extended periods.

What you will bring:

  • Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Hydrology, Natural Resources Management, Geology, Biology, Environmental Studies, or a closely related field.
  • Equivalent combinations of education and directly related experience may be considered.
  • Minimum of 5 years of progressively responsible environmental compliance, permitting, stormwater management, environmental consulting, municipal compliance, or related experience.
  • Interpreting and applying environmental regulations and permit requirements.
  • Conducting environmental inspections and compliance audits.
  • Reviewing SWPPPs, NPDES permits, environmental plans, technical reports, and regulatory documentation.
  • Coordinating with regulatory agencies, municipal clients, contractors, and multidisciplinary project teams.
  • Preparing technical reports, compliance documentation, and regulatory correspondence.
  • Supporting transportation, infrastructure, municipal, land development, construction, or public works projects preferred.
  • Providing technical guidance and reviewing work products of less experienced staff preferred.
  • Possession of a valid drivers license with a clean driving record and the ability to operate a motor vehicle is required.
  • Ability to travel as required to project sites and client locations.
  • Certified Erosion, Sediment and Stormwater Inspector (CESSWI), Certified Professional in Erosion and Sediment Control (CPESC), Certified Floodplain Manager (CFM), or similar environmental certification preferred.
  • Construction Site Manager, Construction Installer, SWPPP Designer, or similar stormwater certification preferred.
  • Ability to obtain additional project-specific certifications as required.
  • Intermediate to advanced proficiency with Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, SharePoint, and Teams.
  • Experience utilizing electronic permitting, compliance tracking, inspection, and document management systems.
  • Familiarity with GIS, mobile inspection software, environmental databases, and project management software preferred.
  • Ability to maintain and organize environmental compliance documentation electronically.
  • Primarily field-based role must be comfortable working outdoors in all weather conditions.
  • Must be able to work onsite at a WSB office, as needed, as required by the project, client, or hiring manager.
  • Standard business hours with occasional overtime during peak project phases.
  • Reliable transportation required and the ability to travel daily within assigned territory.
  • Travel may be required.
