The Assistant Vice President (AVP) of Administration and Operational Services provides executive leadership and strategic oversight for business, operational, and administrative functions including supporting Mobile Health s Training and Development and Support Services,
The Mobile Health organization includes the RWJBH EMS operations, OnTime Ambulance, clinical education programs, and other patient flow departments,
This role ensures operational excellence, regulatory compliance, fiscal stewardship, and alignment with enterprise priorities while supporting frontline staff and educational programs,
The AVP partners closely with clinical, operational, and enterprise leaders to optimize systems, resources, and workforce development,
ESSENTIAL FUNCTIONS-JOB RESPONSIBILITIES
Lead administrative and operational functions that support workforce engagement, financial controls, and departmental effectiveness,
Oversee payroll coordination, purchasing submission and management, and expense controls in collaboration with operating departments, finance, and human resources,
Provide executive oversight of employee engagement initiatives, recognition programs, and department-wide events,
Direct the development and coordination of engagement content and internal communications in alignment with enterprise standards,
Lead local department project management efforts, ensuring initiatives are delivered on time, within scope, and aligned with strategic goals,
Establish and monitor operational policies, workflows, and performance indicators to improve efficiency and accountability,
Training and Development: Provide strategic and operational oversight of education and training programs that support workforce readiness, compliance, and growth,
Oversee EMS field training and onboarding programs to ensure consistent, high-quality integration of new staff,
Provide leadership oversight for Paramedic Associate Degree programs and EMT Initial education programs, ensuring accreditation, compliance, and academic partnerships,
Direct American Heart Association (AHA) training programs for in-system employees and external students, including scheduling, instructor support, quality assurance, and financial performance,
Partner with clinical leadership and educators to align training programs with operational needs, regulatory requirements, and best practices,
Monitor program outcomes, capacity, and performance metrics to drive continuous improvement,
Information Technology (IT): Serve as the primary liaison between the department and corporate IT and enterprise project management teams,
Represent departmental needs in enterprise IT initiatives, system implementations, and upgrades,
Oversee user support coordination, issue escalation, and workflow optimization related to technology platforms,
Ensure technology solutions support clinical education, operations, reporting, and regulatory requirements,
Partner with enterprise project management to support system-wide initiatives impacting departmental operations,
Fleet, Logistics, and Asset Management: Provide executive oversight of fleet, equipment, and asset management to ensure readiness, compliance, and cost-effective operations,
Oversee management of departmental assets, inventory, and fleet, including lifecycle planning and replacement strategies,
Establish and monitor inventory controls, including min/max levels, reorder processes, and distribution workflows,
Ensure fleet and equipment readiness to support clinical operations and education programs,
Partner with supply chain, facilities, and safety teams to ensure compliance with regulatory and organizational standards,
Utilize data and performance metrics to optimize asset utilization and reduce operational risk,
Leadership & Strategy
Serve as a member of the senior leadership team, contributing to strategic planning, budgeting, and pe, and support teams,
Translate enterprise strategy into executable operational plans,
Foster a culture of accountability, collaboration, and continuous improvement,
JOB QUALIFICATIONS/EDUCATION/TRAINING/CERTIFICATION/LICENSURE
Education
Minimum Bachelor s degree in Healthcare Administration, Business Administration, or a related field; Master s degree preferred,
Preferred Master s Degree preferred in related discipline,
Work Experience:
Minimum Demonstrated experience overseeing complex operational functions, budgets, and multidisciplinary teams,
Strong knowledge of healthcare regulatory requirements, workforce development, and operational best practices,
Proven ability to collaborate effectively with clinical leaders, enterprise partners, and external stakeholders,
Preferred 8 10 years of progressive leadership experience in business operations, with experience in fleet management, logistics, IT, analytics, healthcare operations, and vendor management,
