Sr. Manager, Payroll

The Senior Manager, Payroll will be responsible for leading the day-today operations for processing payroll and related administrative duties in ADP, the organization’s cloud-based payroll system. The Senior Manager, Payroll will work closely with HR Department as well as ADP staff to ensure accurate and timely processing of compensation and accurately maintain related reporting for the organization. This position is also responsible for creating specific reoccurring journal entries in the organization’s general ledger accounting system, Financial Edge. Further, the Senior Manager, Payroll is responsible for reconciling certain expense and balance sheet accounts monthly working closely with the Senior Manager, Accounting and Associate Director, Accounting to resolve any discrepancies.

This position is an internal only opportunity and is based in Washington D.C. with a hybrid schedule. The position offers a salary range of $82k-$91k. Exact compensation within the stated salary range may vary based on skills, experience, and internal equity.

DUTIES AND RESPONSIBILITIES:

Payroll Processing:

  • Process payroll for Share Our Strength and Community Wealth Partners (Share Our Strength subsidiary).
  • Prepare and distribute paychecks, direct deposits, retirement plan distributions, withholding remittances, and tax documentation (W-2, 1099) through the payroll system (ADP).

Data Management:

  • Apply for state tax and unemployment identification numbers as needed and maintain this information and associated rates in the payroll system.
  • Manage time and attendance module, following up with managers on completion and approval of timecards and checking timesheets for accuracy within the deadlines assigned. Coordinate adjustments to timecards in payroll system as needed.
  • Verify that employee data is entered accurately and timely in the payroll system before processing payroll, including but not limited to changes to compensation, employment status, address, W-4 elections, direct deposit information, benefit enrollments, retirement deferrals, loan repayments, stipends, and project ID/cost number structure.
  • Engage with ADP, Senior Director, Accounting & Controller, and HR for any bulk updates to employee data, such as annual salary increases or bonus payments.
  • Set up employee garnishments in ADP and communicate with employees and garnishing agencies.
  • Maintain accrued leave balances in payroll system based on organization or statutory requirements. Coordinate adjustments and changes to leave balances with HR. Assist HR with pay calculations and completing leave spreadsheets for employees on leave.

Compliance:

  • Respond to and resolve notifications from Principal, Federal, state, and local agencies regarding withholding and remittance, unemployment insurance and claims and census surveys, working with ADP and HR as needed.
  • Participate in financial and 401(k) audits and other compliance audits as well as completion of IRS Form 990 and other tax documents by creating/running reports, completing supporting worksheets and reconciliations, and answering any questions from auditors/tax preparers.
  • Ensure that amounts withheld from paychecks or obligated by the organizations to 401(k), 457(b), or 457(f) plans have been completely and accurately remitted and reported in employees’ W-2s.
  • Monitor 401(k) loans each pay period and ensure new or ending loans are properly processed in ADP.

Issue Resolution:

  • Proactively communicate with Senior Director of Accounting & Controller, HR, and impacted employees about any payroll issues identified along with suggested corrective actions.
  • Research and resolve payroll discrepancies and respond to employee questions regarding their pay, taxes, and benefits.
  • Work closely with payroll system representatives on all issues related to payroll and any related impacts to the system, in coordination with HR and Finance teams.
  • Process refunds/adjustments in response to discrepancies identified by HR’s review of benefits invoices.

Reporting:

  • Maintain schedule of required reporting (including tax and withholding remittance deadlines) and instructions for preparation and submissions of these reports, including reports that are prepared and submitted by ADP.
  • Ensure that regulatory reports and tax filings prepared by ADP are submitted and paid by deadlines, and remit additional tax filings/payments as needed.
  • Prepare and supply monthly, quarterly, annual, and ad hoc payroll reports for both Share Our Strength and Community Wealth Partners to requesting parties.
  • Participate in the monthly financial close process by preparing and uploading payroll general ledger entries, performing balance sheet and expense reconciliations, preparing benefit allocation calculations, and preparing the monthly shared service invoice for Community Wealth Partners.
  • Maintain access to Electronic Federal Tax Payment System (EFTPS) and other systems necessary for remitting and reporting Federal and state employment taxes and unemployment insurance payments for all applicable jurisdictions.
  • Maintain and provide upon request payroll records per retention requirements, including employee information, wages, withholdings, deposits, and tax returns.

Other Duties as Assigned:

  • Crosstrain and backfill for other Finance and HR team members.
  • Maintain procedures, training materials, and templates needed for completion of duties and responsibilities above.
  • Participate in Finance team priority projects as assigned.

QUALIFICATIONS:

  • Minimum of three to five years of previous payroll processing specific experience for a mid to large sized organization that has employees in multiple states, preferably using ADP software.
  • Payroll certification preferred, but not required.
  • MS Office proficiency and at least two years of experience using accounting software, Financial Edge preferred.
  • Proven experience creating and analyzing payroll reports.
  • Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
  • Demonstrated ability to work independently on multi-step, detail-oriented projects in a fluid environment.
  • Excellent written and oral communication skills, including experience presenting to high-level audiences.
  • Detail-oriented with strong organizational skills.
  • Ability to work independently and efficiently.
