Senior Medicaid Program and Policy Consultant

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Medicaid Program and Policy Consultant based in the United States.

This role is a high-impact consulting position focused on shaping and advancing Medicaid programs in partnership with state agencies.
You will provide expert-level policy guidance to support the design, implementation, and optimization of Medicaid initiatives across multiple jurisdictions.
The position involves translating complex regulatory and legislative requirements into clear, actionable policy and operational solutions.
You will work closely with state Medicaid agencies, CMS-related stakeholders, and cross-functional teams to support program compliance and innovation.
A key aspect of the role is producing high-quality policy deliverables, including analyses, waivers, implementation plans, and regulatory documentation.
You will also contribute to mentoring junior staff while continuously developing your own expertise in a collaborative consulting environment.

Accountabilities:
  • Provide Medicaid policy expertise to support state agencies in designing, implementing, and improving programs, including waivers, state plans, and regulatory initiatives.
  • Conduct in-depth research and policy analysis to interpret federal and state regulations and translate them into actionable program guidance.
  • Develop high-quality written deliverables such as policy briefs, implementation timelines, compliance analyses, provider policies, and legislative or CMS-related reports.
  • Lead and support project execution for Medicaid initiatives, ensuring alignment with regulatory requirements and client objectives.
  • Collaborate with cross-functional stakeholders across state agencies and external partners to facilitate decision-making and policy alignment.
  • Support business development efforts through research, proposal development, and contribution to marketing or client-facing materials.
  • Mentor junior consultants and contribute to knowledge sharing and team capability development within the Medicaid practice.
Requirements:
  • 7+ years of experience working with Medicaid programs in a state agency, consulting environment, or with CMS supporting Medicaid initiatives.
  • Strong knowledge of Medicaid authorities, including waivers, state plan amendments, and related regulatory frameworks.
  • Proven experience analyzing federal and state regulations to inform program design and policy implementation.
  • Background in managing complex policy or operational projects within healthcare or public sector environments.
  • Bachelor’s or Master’s degree in Public Policy, Public Health, Health Administration, or a related field (or equivalent experience).
  • Strong written and verbal communication skills with demonstrated ability to produce clear, structured policy documentation.
  • Excellent relationship-building skills with experience collaborating across agencies, stakeholders, and multidisciplinary teams.
  • Highly organized, proactive, and capable of managing multiple priorities in a fast-paced consulting environment.
