About This Position

General Description

As a key member of the Commercial Utilities team, the Senior Emergency Management Planner supports and enhances the company’s emergency management services in the water and wastewater sectors, particularly in compliance with the America’s Water Infrastructure Act (AWIA). This role focuses on leading strategic planning efforts to strengthen emergency management capabilities, frameworks, and best practices for clients. It includes overseeing project management activities to ensure the timely delivery of emergency management solutions, such as risk and resilience assessments, emergency operations planning, business continuity programs, and regulatory compliance. Additionally, this role supports business development by identifying opportunities, assisting in proposal development, and fostering client relationships. As a trusted subject matter expert, the individual will provide guidance on emergency planning and resilience strategies to both internal and external stakeholders.

How You Will Fulfill Your Mission

  • Oversee the development, implementation, and maintenance of emergency preparedness and response strategies for water and wastewater utilities.
  • Conduct market research and trend analysis to identify emerging technologies, regulations, and best practices in emergency management.
  • Work with leadership to develop service offerings that align with industry needs and regulatory changes.
  • Oversee project management activities to ensure timely delivery of emergency management solutions, such as risk and resilience assessments, emergency operations planning, business continuity programs, regulatory compliance This includes but is not limited to increased project management tasks where the individual is acting in a dual capacity of both Project Manager and Technical Lead.
  • Establish performance metrics to assess program effectiveness, track project milestones, identify areas for improvement, with an additional focus on project execution metrics such as accurate time sold tracking and level of effort forecasting.
  • Coordinate with cross-functional teams to optimize HSG’s emergency planning resources, training, and exercises.
  • Act as a mentor/trainer for new hires and cross trained individuals while tracking assigned tasks, expected level of effort, and quality of work/support provided.
  • Support proposal development and client presentations, working with the business development team.
  • Drive business development efforts by identifying potential opportunities, collaborating on proposal development, and fostering client relationships to expand service offerings.
  • Strengthen relationships with key clients, partners, and regulatory bodies to enhance company visibility and credibility in the emergency management sector.
  • Drive individual and organizational success by supporting corporate objectives through tracking key performance metrics, monitoring profit and loss (P&L) outcomes, and contributing to business development initiatives.

Specific Knowledge/Certification Requirements

Minimum Qualifications

  • Bachelor’s degree in emergency management, Civil Engineering, Environmental Science, Public Administration, or a related field.
  • Minimum of five years of experience in emergency planning or response, with at least 2 years of experience providing consulting services to water and wastewater utilities.
  • Proven experience in developing, managing, and optimizing emergency response plans for water and wastewater infrastructure, with a strong understanding of relevant regulations and best practices.
  • Strong expertise in conducting risk assessments, business continuity planning, and emergency management for critical infrastructure.
  • Ability to effectively communicate complex concepts and strategies to senior management and other stakeholders in a clear, actionable manner.
  • Familiarity with FEMA, EPA, AWIA, and local regulations regarding emergency preparedness and response for water and wastewater systems.
  • Excellent project management skills, with the ability to manage multiple client projects simultaneously and meet deadlines.
  • Strong analytical, problem-solving, and communication skills, with the ability to engage and influence senior leadership teams.
  • Proficient in MS Office Suite, emergency management software, and project management tools.
  • Strong understanding of utility operations, risk management, and regulatory compliance to ensure the resilience and safety of water and wastewater systems in the event of emergencies, natural disasters, or unforeseen disruptions

Preferred Qualification

  • Master’s degree in a related field.

  • Travel: A low to moderate amount of travel away from office may be required. This position may require occasional field visits to utility facilities and emergency sites.
