Under the direction of the Registrar, performs as variety of technical work involving the maintenance of complete and accurate student registration including but not limited to admissions, transcripts, letters, and other related matters; assists in processing faculty grading and attendance; prepares for the start and end of a semester through various reports and other tools; provides general program and administrative support to students, faculty, management, staff, and the public with specialized information, training, and assistance related to the area of assignment.College of the Siskiyous seeks applicants who possess the skills and qualities necessary to provide exceptional support to our diverse student body. DISTINGUISHING CHARACTERISTICS:
The Student Services Specialist, Special Populations, is responsible for a variety of specialized and technical responsibilities related to admission & registration policies, procedures, rules, and regulations.
The Student Services Specialist, Special Populations, is distinguished from the Student Services Specialist, Admissions and Records, in that the latter classification supports the onboarding and student entry of special populations into the college.
ESSENTIAL RESPONSIBILITIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Essential responsibilities are designated by *.
- Reviews updated or new technical instructions or references related to the area of assignment. *
- Attends seminars, conferences, workshops, and other training sessions to obtain additional training and gain additional understanding and knowledge related to the area of assignment. *
- Assists in providing training and direction to others regarding changes and new regulations including creating and disseminating new instructions.
- Plans, schedules, and performs a variety of confidential and technical responsibilities involving the maintenance of complete and accurate educational records. *
- Serves as the liaison for Dream Act and K12 as well as serves as a DSO (Designated School Official) for International Students.
- Prepares a variety of correspondence regarding transcripts, grades, enrollment verifications, degrees, certificates earned, dates of attendance, and financial obligations to the College. *
- Assists special populations in admissions, registration and obtaining copies of transcripts.
- Provides students, the public, and college staff members with information pertaining to policies, procedures, rules, and regulations regarding processes related to special populations in the Admissions and Records Office. *
- Extracts, collects, compiles, and records narrative, statistical, and other information; researches and verifies information as requested. *
- Enters and verifies student registration and academic data into primary database and/or Student Information System (SIS). *
- Prepares and generates special, standard, ad-hoc, and/or periodic state and federally mandated reports related to the area of assignment or special projects; reviews and verifies accuracy, completeness, and compliance to policies, procedures, rules, regulations, and mandates. *
- Performs a full range of technical program and administrative support related to student services; relieves manager of administrative details including but not limited to researching and resolving problems related to the area of assignment.
- Utilizes various computer software programs and applications such as Microsoft Office, Banner; maintains and generates reports from a data base or network system. *
- Utilizes electronic technology to correspond with others and maintains assigned calendars, schedules, and appointments. *
- Reviews and verifies materials, records, files, and reports for accuracy, completeness, and conformance with established rules, regulations, policies, and procedures; applies applicable policies and procedures in determining completeness of applications, records, files, and reports; collects and processes appropriate information. *
- Compiles and tabulates statistical data and information from various sources and prepares appropriate forms, schedules, reports, lists, abstracts, awards, or summarized data.
- Enters and reviews data; prepares special and periodic reports related to an assigned project and/or program area including state and federally mandated reports; verifies accuracy, completeness and compliance to rules procedures, regulations, policies and other mandates.
- May train and provide work direction to assigned student workers and/or short-term, temporary staff, as assigned.
- May serve as back up for Admissions Specialist, and Records Specialist as needed.
- Performs related duties that support the overall objective of the position.
EDUCATION EXPERIENCE:
- Associate Degree with coursework in business administration or related discipline; AND
- Two (2) years of experience providing support in a student services or customer service environment;
- Any combination of education and experience which would provide the required qualifications for the position.
DESIRABLE QUALIFICATIONS:
- Experience working within an educational environment.
- Experience working with English Language Learners
LICENSES AND OTHER REQUIREMENTS
- May be required to possess or demonstrate an ability to obtain a valid drive license, if driving is required as an essential responsibility of the position.
- May be required to travel for various off-site meetings, trainings, conferences, workshops, and/or events in support of the overall objective of the position.

- District and college policies and procedures related to the area of assignment.
- State, federal, and District organization operations, policies, procedures, and objectives related to the area of assignment as it pertains to California Community Colleges.
- California Education Code and other legal requirements related to student records for educational purposes.
- Organization and operations of the assigned office and/or program are as necessary to assume assigned responsibilities.
- Customer service-oriented characteristics, services, and activities related to the functions, programs, and operations related to the area of assignment.
- Technical aspects related to the area of assignment.
- Referral agencies, services, and departments on and off campus.
- Principles and techniques used in public relations, including methods and techniques of proper and effective communication both verbally and in writing.
- Telephone etiquette.
- Organizational operations, policies, and objectives.
- General functions, policies, rules, and regulations of a community college.
- Applicable codes, regulations, policies, procedures, and laws.
- Family Educational Rights and Privacy Act (FERPA).
- Basic research methods and techniques.
- Record-keeping, record and file retrieval, filing, file sharing, and filing systems methods and techniques.
- Effective communication skills, both verbally and in writing.
- Modern office practices, procedures, and equipment.
- Correct English usage, grammar, spelling punctuation, and vocabulary.
- Interpersonal skills using tact, patience and courtesy.
- Operation of computers, software programs and applications, and hardware peripherals.
- Mathematic calculations.
- Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
Ability to:
- Independently perform the essential responsibilities of the position.

- Determine appropriate action within clearly defined guidelines.
- Orient students, staff, and the public to resources and services related to the area of the assignment.
- Conduct workshops, seminars, and training related to Special Populations, as needed.
- Perform a range of technical, program support, and administrative responsibilities involving the use of independent judgement and personal initiative.
- Provide specialized assistance, training, and information to students, faculty, administrators, staff, and the public concerning the assigned program area, functions, and resources.
- Read interpret, apply, and explain complex rules, regulations, policies, and procedures.
- Research, compile, analyze, and interpret data.
- Respond to requests and inquiries from students, staff, faculty, management, and the public.
- Understand, apply, and ensure compliance with administrative and office policies and procedures. As well as pertinent laws, regulations, and ordinances.
- Exercise good judgement and discretion in analyzing and resolving confidential, difficult, and sensitive situations.
- Plan, coordinate, organize, and prioritize workload to meet schedules and timelines.
- Coordinate flow of communications and information as needed.
- Generate and prepare comprehensive reports related to the area of assignment.

PHYSICAL AND MENTAL DEMANDS

Physical Demands
While performing the duties of this classification, employees are regularly required to sit or stand for extended periods of time; talk or hear in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms; bend at the waist, kneel or crouch to file materials.
Specific vision abilities required by this job include close vision, ability to distinguish basic shades and colors and the ability to adjust focus.
Employees are frequently required to walk and stand and occasionally lift up to 25 pounds.
Mental Demands
While performing the duties of this classification, incumbents are regularly required to use written and oral communication skills; read and interpret data information, and documents; use math and mathematical reasoning; analyze and solve problems; learn and apply new information and skills; perform highly detailed work under changing intensive deadlines on multiple concurrent tasks; and interact with District administration, management, staff, students, vendors, the public, elected officials, and others encountered in the course of work, some of whom may be dissatisfied or disruptive.

SELECTION PROCESS
After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Video conference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.
The District reserves the right to re-advertise the position or to delay indefinitely filling of the position if it is deemed that applicants for the position do not constitute an adequate applicant pool or if funding is not available.
CONDITIONS OF EMPLOYMENT
Employees must satisfy all the pre-employment requirements prior to appointment that include, but are not limited to, tuberculosis clearance (EC 87408.6), fingerprint processing, and verification of their legal right to work in the United States. A pre-employment physical examination may be required.
