The City of Pomona is currently seeking two motivated individuals to join the Water Distribution team within the Water Resources Department. This recruitment will also be used to establish an eligibility list for future vacancies.
Under immediate supervision, the Water Utility Worker I – Distribution performs duties related to the installation, maintenance, repair, and construction of the City’s water distribution infrastructure, including water mains, service lines, fire hydrants, gate valves, and water meters. The position involves operating a range of tools and equipment, including hydraulic and pneumatic tools, hand tools, and heavy machinery such as backhoes, loaders, forklifts, and dump trucks. Responsibilities include setting up traffic control equipment and adhering to strict safety procedures involving confined space entry, trenching, and excavation. The role also includes responding to emergency service calls and customer concerns, as well as maintaining accurate records, logs, and reports to document work performed.

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education and Experience

  • High school diploma or GED equivalency.
  • One year of experience performing construction and maintenance work including operating equipment.
License or Certificate
  • Must possess a valid driver's license with a good driving record at the time of application.
  • Must obtain a valid CA Class "B" driver's license, including air brake and tanker endorsements within six (6) months from the date of employment.
  • Must obtain CPR, First Aid, Confined Space, Trench Shoring, Forklift, and Hazwoper certificates within one (1) year from the date of employment.
  • Must obtain a Grade I Grade I Water Treatment Operator Certificate or Grade I Water Distribution Operator Certificate from the State Water Resources Control Board (SWRCB) within one (1) year from the date of employment.

  • Install, renew, and disconnect water services; repair service leaks; install and repair mains, laterals, valves, and fittings; install and repair hydrants; read, replace repair, and rebuild water meters; relocate cathodic protection stations; turn on and off main line valves, hydrants, and fire service lines; install tanker meters to hydrants; exercise valves and hydrants.
  • Raise vault lids and value caps; form, pour, and finish concrete around hydrants in alleys and sidewalks and around meter boxes; lay asphalt; install and repair fences and gates; install shoring in ditches.
  • Operate a variety of technical, hydraulic, pneumatic, or motorized equipment used to maintain or operate water systems.
  • Monitor, analyze, evaluate, and maintain mechanical operation of equipment used to produce, distribute, or treat potable and recycled water.
  • Clean and maintain pump and reservoir sites; drain, wash down, and repair facility coating; chlorinate wells and reservoirs.
  • Paint piping, walks, building interiors and exteriors, gates, and other structures.
  • Read and work from maps, blueprints, and sketches; draw maps and record measurements.
  • Observe safety precautions regarding traffic control, confined space, trenching, excavating, and power equipment operation.
  • Set up traffic control equipment; direct traffic in the street during construction processes.
  • Respond to emergency calls and customer complaints.
  • Maintain records and logs; complete reports as necessary.
  • Maintain an inventory of water system materials, supplies, and equipment; order, receive, store, deliver and issue parts, supplies, tools, equipment, and materials; order stock as necessary.
  • Operate a variety of vehicles, tools, and equipment used in the maintenance and repair of water production and distribution systems.
  • Perform landscape duties on pump and reservoir sites.
SPECIAL REQUIREMENTS
Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, pull, and lift up to 50 lbs., and wear protective apparel; exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.
