About This Position
Salary: $145,000 - $150,000
Background check, US Citizenship, CAC and a secret clearance are requirements of this position. Contingent on contract award. Travel is 20%
The RATT PM will support the technical, engineering, logistical and support services that are required to support the CNSP mission to maintain and provide operational war-fighting assets to the Fleet Commanders. RATT events are training and assessment evolutions, partnering with the crews to improve technical knowledge, organic repair capability, operational understanding, performance during assessments, and ultimately, enhanced readiness. RATT provides proficient subject matter experts to conduct Sailor centric deck-plate training, material review, program auditing, and naval readiness support to enhance overall proficiency and material readiness through recommendations to the ship and staff to enhance CNSP ship's readiness to conduct sustained operations at sea in support of the nation's strategic objectives.
Requirements:• Over 5 years’ experience in the management of various labor categories and monitoring of costs under federal Government cost reimbursable service contracts;
• Project Management Professional (PMP) certification;
• Senior Navy ship leadership experience as a Surface Warfare Officer and Commanding Officer of a U.S. Navy warship;
• Senior Navy ship engineering leadership experience as a Chief Engineer of a U.S. Navy warship
• Maintenance/training staff experience (e.g. Immediate Superior In Charge (ISIC), Type Commander (TYCOM), or Afloat Training Group);
• Extensive Navy technical management experience;
• Extensive experience in Navy ship maintenance strategy and process development, implementation, and control;
• Supervisory experience in analyses, information system operations, and implementation of technical projects similar to those indicated in the PWS;
• In-depth, detailed knowledge of Navy ship depot level maintenance processes;
• Navy shipboard experience on multiple ships;
• Post-graduate degree from an accredited university in management or a technical field.
• Experience with Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating disciplines (E.g. Joint Travel Regulations (JTR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD Cost Estimating Guide)
• Knowledge of Navy surface ship (all classes) engineering and Combat Systems specifications and configurations
• Knowledge in each respective functional area of Light Off Assessments (LOAs) understand the variations of established SOEs, and their associated references; and be familiar with all Engineering and Combat System Department instructions and publications governing the conduct of the assessments.
• Knowledge in Material Maintenance Management (3M) and the Planned Maintenance System (PMS)
• Knowledge of the Joint Fleet Maintenance Manual (JFMM), in particular, Equipment Operational Capability (EOC) definitions.
Physical Job Requirements
Must be physically able to climb up and/or down a pilot’s ladder to board a naval vessel underway at sea and stay onboard on a U.S. Naval Vessel
Must be physically capable of working in an industrial environment
Education/Certification Requirements
In-depth, detailed knowledge of Navy ship depot level maintenance processes
Navy shipboard experience on multiple ships
Project Management Professional (PMP) certification;
Post-graduate degree from an accredited university in management or a technical field.
