Position Description

Goodfellow Bros. (GBI) is a large heavy-civil contractor with operations throughout the West Coast & Hawaii. GBI has always maintained that our employees are our greatest asset, and we are now seeking to add to our team. We are looking for a Project Engineer 3 to join our team in Kapolei, Oahu (Hi).

Job Summary

The Project Engineer (PE) reports to the Regional Management or designated Project Manager and is responsible for administrating the technical aspects of assigned projects. The PE works closely with owners, subcontractors, vendors, utility companies and local state and federal agencies to ensure work is being completed on schedule and on budget. The PE also works harmoniously with the craft and salary employees creating a team environment and may supervise other employees.

Position Description

Project Leadership & Execution

  1. Expertly performs all responsibilities of Project Engineer I and II while assuming increased leadership, decision-making authority, and accountability.
  2. Supports the successful execution of construction projects by managing daily engineering and administrative functions.
  3. Assists in translating estimates into comprehensive project budgets and monitors cost performance throughout the project lifecycle.
  4. Prepares periodic and percent-complete summaries and contributes to accurate project forecasting and reporting.
  5. Prepares monthly progress billings to support timely and accurate payment from Owners.

Subcontractor & Vendor Management

  1. Leads the management of subcontractors by tracking progress, reviewing performance, approving pay applications, and accepting completed work.
  2. Participates in subcontract negotiations and supports subcontract preparation and execution.
  3. Prepares subcontract Change Orders for approval by the Project Manager or authorized supervisor.
  4. Reviews vendor and supplier quotations in coordination with the Project Estimator and ensures timely procurement of contract materials.
  5. Coordinates material delivery schedules to align with project sequencing and schedule requirements.

Change Management & Cost Control

  1. Prepares, submits, and negotiates Owner Change Order requests, including direct labor, equipment, materials, subcontract costs, and project overhead.
  2. Maintains accurate and current Change Order logs and actively follows up on approvals to minimize financial risk.
  3. Coordinates with the Project Manager regarding strategy and timing for pursuing outstanding Change Orders and payments.
  4. Corresponds with Owners and Clients to resolve payment issues and protect the Company’s financial interests.

Scheduling & Planning

  1. Develops, maintains, and updates the project CPM schedule and short-term work plans.
  2. Finalizes shoring, formwork, and traffic control plans and secures required approvals from applicable agencies.
  3. Communicates approved plans and schedules to the Project Manager and project team to support effective execution.

Safety, Quality & Compliance

  1. Oversee the implementation of project-specific safety plans, safety meetings, method statements, and safe work practices.
  2. Ensures compliance with Company policies and all applicable state and federal safety regulations.
  3. Understands, applies, and upholds the requirements of applicable union master agreements.
  4. Maintains required certifications, including CPR, AED, and First Aid.

Communication & Stakeholder Relations

  1. Drafts formal correspondence, reports, and documentation to support project execution and protect Company interests.
  2. Establishes and maintains strong working relationships with Owners, agencies, subcontractors, inspectors, suppliers, and internal stakeholders.
  3. Provides responsive customer service and represents the Company professionally in all interactions.
  4. Proactively collaborates with the Estimating team to ensure continuity between pre-bid efforts and active project execution.

Supervision & Mentorship

  1. Routinely supervises and mentors project staff, typically overseeing approximately three employees.
  2. Provides technical guidance, performance feedback, and professional development support to junior team members.
  3. Promotes teamwork, accountability, and adherence to Company standards and expectations.

This position offers a salary range of $102,000 to $122,000 annually, depending on experience

Position Requirements

Required Education, Experience, and Technical Knowledge

  1. Candidates must have the legal right to work in the US without employer sponsorship.
  2. Bachelor's degree in construction management or civil engineering
  3. 5+ years of experience in Heavy Civil Construction Industry preferred but not required.
  4. Must have experience using Microsoft Word, Excel and Project. Vista Viewpoint, HCSS – Safety, Heavy Job and Heavy Bid are a plus.
  5. Valid Driver's License with clean driver's abstract
  6. Obtains and maintains CPR, AED and First Aid certification, OSHA 30
  7. Must have excellent communication skills to work effectively with customers, management, vendors, utility companies and local state and federal agencies
