At Herndon Solutions Group (HSG), we support some of the nation’s most complex and mission-critical environmental programs — from NASA and commercial space operations to federal environmental compliance, occupational health, industrial hygiene, environmental remediation, and technical consulting initiatives across government markets.

We are seeking a highly independent Environmental Capture Lead who can identify opportunity, build strategy, develop relationships, gather intelligence, and drive pursuits with minimal oversight. This is not a coordination role — it is a high-ownership capture leadership position for someone who knows how to navigate federal environmental markets, shape opportunities before release, and lead pursuits from identification through proposal transition.

General Description

The Environmental Capture Lead is responsible for advancing priority federal opportunities from early identification through pursuit decision, capture execution, proposal planning, and transition support. This role partners closely with Business Development leadership to engage customers, collect and analyze competitive intelligence, shape win strategies, and build high-value teams with primes, subcontractors, and strategic partners.

This is a highly independent, high-ownership role for a strategic capture professional who can move quickly, operate with minimal oversight, and consistently turn ambiguity into action. The Environmental Capture Lead is expected to independently drive strategic pursuits, develop actionable capture strategies, gather customer and competitor intelligence, and advance opportunities across the federal marketplace.

The ideal candidate brings an established network across government and industry, along with the confidence and credibility to initiate conversations, build relationships, gather actionable intelligence, and influence pursuit positioning in support of strategic growth objectives.

This role will support opportunities across federal environmental, aerospace, mission support, occupational health and safety, technical consulting, and related government services markets, including agencies and customers such as NASA, DoD, DOE, TSA, VA, and commercial space organizations.

How You Will Fulfill Your Mission

Customer Engagement & Opportunity Development

  • Plan and manage customer engagement activities in compliance with procurement integrity requirements and customer-specific rules.
  • Build and sustain customer relationships across targeted federal environmental, aerospace, mission support, and technical services markets; understand customer priorities, acquisition drivers, operational challenges, and emerging needs, and translate insights into actionable capture strategies.
  • Research and validate opportunity details, including mission need, acquisition approach, likely evaluation criteria, budget signals, incumbent posture, procurement timelines, and competitive landscape.
  • Leverage existing market relationships and customer intelligence to help identify, qualify, shape, and influence opportunities prior to formal procurement release while operating within procurement integrity guidelines.
  • Support identification, qualification, and advancement of strategic opportunities within the federal business development pipeline.
  • Independently drive pursuit momentum, customer engagement, intelligence gathering, and capture activities with limited day-to-day direction.

Capture Strategy & Competitive Positioning

  • Develop and maintain capture plans, including customer engagement strategies, intelligence collection plans, teaming strategies, competitive positioning strategies, and action plans with assigned owners and deadlines.
  • Manage opportunities from pursuit decision through proposal planning and transition to operations, ensuring continuity throughout the capture lifecycle.
  • Gather, validate, and maintain competitive intelligence related to incumbents, likely competitors, potential teammates, customer preferences, acquisition strategy, and key discriminators.
  • Lead competitive analysis and support price-to-win activities in coordination with pricing support and leadership.
  • Drive multiple parallel workstreams to accelerate capture activities, solution development, customer positioning, and internal decision-making.
  • Support large-scale federal pursuits including IDIQs, BPAs, GWACs, and complex multi-year programs.

Teaming & Partner Development

  • Identify, evaluate, and engage potential teammates, subcontractors, strategic partners, and key personnel early in the capture lifecycle.
  • Lead or support outreach efforts for teaming discussions and assist with execution of teaming agreements as appropriate
  • Collaborate with internal delivery leaders and subject matter experts to ensure proposed solutions are executable, compliant, and competitively positioned.

Proposal Integration & Transition Support

  • Oversee transition of capture strategy into proposal planning to ensure alignment between customer intelligence, win strategy, and proposal execution.
  • Contribute to early proposal development efforts, including executive summary messaging, win themes, discriminators, staffing approaches, and strategic narrative development.
  • Support post-submittal activities as needed, including clarifications, discussions, negotiation support, and transition planning following award.

Internal Coordination & Operational Excellence

  • Coordinate closely with Business Development leadership regarding target accounts, pipeline priorities, gate reviews, capture resourcing, and strategic pursuits.
  • Provide concise, decision-ready updates to leadership regarding opportunity status, risks, competitive dynamics, and recommended actions.
  • Maintain strong internal collaboration across business development, operations, recruiting, contracts, pricing, and proposal teams.

Specific Knowledge/Certification Requirements

Minimum Qualifications

  • Bachelor’s degree in an environmental discipline (such as environmental science, environmental engineering, geology, biology, chemistry) or equivalent relevant experience.
  • Demonstrated capture and/or business development experience supporting environmental services, environmental compliance, or related federal markets.
  • Established network of government and industry contacts within the environmental sector, with demonstrated ability to obtain decision-relevant intelligence through professional outreach and relationship management.
  • Proven ability to support or lead capture activities including opportunity shaping, intelligence gathering, strategy development, teaming, customer positioning, and price-to-win support.
  • Strong writing, presentation, and briefing skills with the ability to prepare concise and actionable capture artifacts and leadership materials.

Preferred Qualifications

  • APMP, Shipley, or equivalent capture methodology training and experience.
  • Experience supporting pursuits where pricing activities begin prior to RFP release and are integrated into capture strategy.
  • Experience building teams for large IDIQs, BPAs, and multi-year environmental programs.
  • Familiarity with structured gate reviews, proposal readiness reviews, and color team review processes.
  • Experience using Salesforce, GovWin, SAM.gov, or similar business development and capture platforms.
