Job Description

CORMAC is seeking a Senior Technical Lead / Technical Product Owner to join our development team. In this role, you will provide both technical and product leadership for complex federal healthcare systems. You will own the product vision, roadmap, and backlog while guiding the design, development, and implementation of scalable software solutions that meet customer needs and program objectives.

As the primary technical and product liaison, you will lead discussions with CMS and other stakeholders to understand business needs, define product strategy, prioritize work, and drive solution development from concept through production. You will work closely with cross-functional teams to translate business requirements into technical solutions, ensure alignment between customer priorities and engineering execution, and deliver secure, reliable, and high-quality software.

The Senior Technical Lead / Technical Product Owner provides hands-on technical leadership across multiple development teams by establishing technical direction, mentoring engineers, driving innovation, and promoting engineering best practices. This role is responsible for balancing customer value, technical excellence, compliance requirements, and delivery commitments while ensuring successful execution of the product roadmap.

The Senior Technical Lead / Technical Product Owner works closely with Program Management, Solution Architects, Business Analysts, Technical Leads, QA, UX, and CMS stakeholders to define product strategy, guide engineering execution, and deliver measurable business value.

Responsibilities

  • Own the product vision, strategy, roadmap, and backlog, ensuring alignment with customer objectives, federal healthcare requirements, and organizational priorities.
  • Serve as the primary technical and product liaison with CMS and other stakeholders by leading solution discussions, gathering requirements, facilitating decision-making, and building consensus on product direction.
  • Drive solution discovery by collaborating with Solution Architects, Business Analysts, developers, QA, and stakeholders to evaluate technical options and recommend scalable, secure, and maintainable solutions.
  • Communicate product vision, roadmap, delivery progress, risks, dependencies, and technical strategy to executive leadership, customers, and project stakeholders.
  • Lead the technical direction, delivery, and day-to-day management of development teams, providing guidance on architecture, design, and implementation to ensure high standards of software quality, scalability, security, and timely project execution.
  • Mentor and support the professional growth of developers by providing technical leadership, conducting code reviews, managing team performance and workload priorities, and promoting software engineering best practices and design standards.
  • Design and oversee the implementation of system architecture while ensuring solutions meet scalability, reliability, security, performance, and maintainability requirements.
  • Collaborate with architects, developers, QA, operations, security, and business stakeholders to translate business objectives into effective technical solutions.
  • Ensure adherence to coding standards, secure development practices, and engineering best practices through regular code reviews and technical oversight.
  • Provide solutions-based leadership to complex technical challenges, including architecture decisions, development issues, production support, and performance optimization.
  • Advocate for and implement continuous improvements in software development processes, tooling, automation, DevSecOps, and engineering practices.
  • Create and maintain technical documentation, including architecture diagrams, design specifications, implementation guidance, and development standards.
  • Work across development, QA, operations, DevOps, and security teams to ensure successful integration, testing, deployment, and production support.
  • Ensurecomprehensive testing strategies, includingunit, integration, automation, and performance testing,are implementedtomaintainsoftwarequality andreliability.
  • Support production operations byparticipatingin issue triage, root cause analysis, and continuous improvement activities.
  • Define, prioritize, andmaintainthe product backlog, ensuring user stories, acceptance criteria, and priorities deliver the highest business value while balancing customer needs, technical debt, compliance requirements, and architectural improvements.
  • Lead sprint planning, backlog refinement, release planning, product demonstrations, and other Agile ceremonies to ensure development effortsremainaligned with product strategy and customer expectations.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
  • Must be a U.S. Citizen.
  • Minimum of 7+ years of software development experience, with at least 2–3 years serving in a Technical Lead, Engineering Manager, or similar leadership role.
  • Demonstrated experience defining product vision, managing product roadmaps, prioritizing product backlogs, and translating customer needs into technical solutions.
  • Experience leading customer workshops, facilitating technical discussions, gathering requirements, and presenting solutions to executive stakeholders.
  • Experience leading cross-functional software development teams and managing technical delivery across multiple initiatives.
  • Experience with microservices architecture and distributed systems.
  • Experience with modern full-stack development technologies including JavaScript, TypeScript, React, Node.js, REST APIs, HTML, and CSS.
  • Experience with containerization and cloud deployment technologies such as Docker and AWS ECS.
  • Minimum of 2+years of hands-on experience with AWS services.
  • Experience monitoring and troubleshooting production applications using CloudWatch, Splunk, New Relic, or similar observability tools.
  • Experience working with PostgreSQL or other relational database technologies.
  • Familiarity with CI/CD pipelines, automated testing, and deployment tools such as Jenkins.
  • Knowledge of software architecture, secure development practices, software engineering principles, and modern design patterns.
  • Experience with system performance optimization, scalability, troubleshooting, and production support.
  • Experience mentoringdevelopers, conducting code reviews, and building high-performing technical teams.
  • Experience with Git/version control systems and collaborative development workflows.
  • Strong understanding of Agile frameworks including Scrum and Kanban, with experience leading backlog refinement, sprint planning, release planning, and Agile ceremonies.
  • Excellent communication, facilitation, stakeholder management, and leadership skills with the ability to communicate effectively with both technical and non-technical audiences.

Preferred Qualifications

  • Master's degree in Computer Science, Software Engineering, Information Technology, or a related field.
  • Relevant certifications preferred (e.g., AWS Certified Cloud Practitioner, AWS Certified Developer – Associate, Certified Scrum Master (CSM),or similar certifications).
  • Experience with Amazon QuickSight, Slice, Alembic, Databricks, or similar reporting, analytics, and data visualization tools.
  • Experience supporting federal healthcare contracts with knowledge of FISMA,NIST, FedRAMP, HIPAA, and related federal security and compliance standards.
  • Experience working directly with CMS or other federal agencies ina productleadership, solution delivery, or technical leadership capacity.
