The work performed includes responsible skilled work in the maintenance, repair, modification, installation and renovation of City facilities and equipment. This position would be responsible for all the new and existing Building Management Systems (BMS) within Water Management. This would include all HVAC equipment and integrated controls, intelligent lighting controls, gate and door controls and other building specific automation systems. The position would also assist the Supervisor with the oversite of Fire Alarm and Fire Sprinkler systems to include scheduling and overseeing testing of these systems. In addition, this position would assist the Supervisor with oversite and coordination of special projects as well as daily work assignments for two HVAC Technicians. This position performs a broad range of skilled trades including carpentry, painting, plumbing, mechanical, and related tasks. Diagnoses problems, determines solutions and/or repair needs and performs necessary work. Repairs doors, windows, floors, ceilings, walls and all manner of building related systems.
This position will prepare and maintain reports and records, perform data entry, receives and processes work orders and service requests, and updates work order systems and related databases, to document and facilitate maintenance operations, and ensure compliance with applicable policies and procedures. This position is an essential position and will work during inclement weather events and after hours as needed
- Performs preventative and general maintenance on electrical, HVAC, safety, utility, and related systems, equipment, and devices; diagnoses and troubleshoots issues, to include using computer-controlled and specialized programs, systems, and software; serves as an escalation point for resolving complex problems; and ensures compliance with applicable safety and operational requirements, policies, and procedures.
- Assists the supervisor by preparing work assignments; schedules repairs; mentors and trains staff; tracks job changes and customer concerns; monitors contractor operations; documents and reports operations; and ensures compliance with applicable safety and operational policies and procedures.
- Assists with coordinating project operations, including providing technical assistance, and coordinating with vendors and other staff, City departments, and agencies to ensure adequate and appropriate project material availability; ensures compliance with applicable contract, safety, and other project requirements, standards, and procedures.
- Responds to emergency requests and performs emergency repairs; and coordinates repairs with vendors and other staff.
- Performs office support duties to include answering phones, providing information to internal and external parties, performing data entry, researching information, filing and retrieving documents, maintaining databases, and performing related duties.
- Performing and coordinating preventative maintenance operations for HVAC and building control equipment, systems, and devices.
- Providing technical and administrative support to the HVAC supervisor.
- Monitoring contractor operations.
- Maintaining online systems and databases.
- Coordinating with internal and external parties to facilitate operations.
- Those in Fire, may also perform work related to carpentry, concrete or masonry work; painting, sheet-rocking, and electrical wiring.
- High School Diploma or Equivalent (GED, HiSET, TASC)
- One year of additional technical training
- Five years of related trades experience.
- Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire
- Those assigned to HVAC require a CFC Universal Refrigerant Certification
- Those assigned to electrician require a North Carolina Electrical Limited License.
- Color vision required for certain positions.
- Must be willing and able to work overtime when required and be willing and able to work during inclement weather
- Extensive working knowledge of Building Management Systems (BMS) – 5 years minimum experience.
- Extensive working knowledge of Commercial HVAC Systems – 5 years minimum experience.
- Must be able to pull and compile trend data from BMS for reporting purposes – 5 years minimum experience.
- Working knowledge of Commissioning and Test and Balance of HVAC systems and equipment.
- EPA Certified Universal Technician as required by 40CFR or equivalent.
- Extensive working knowledge of BACnet communication protocol and diagnosing and resolving communication issues - 5 years minimum experience.
- Extensive working knowledge of refrigeration systems and their components - 5 years minimum experience.
- Extensive working knowledge in Energy Management and Conservation - 5 years’ minimum experience.
- Extensive working knowledge of Indoor Air Quality - 5 years minimum experience.
- Extensive working knowledge with Tridium JACE Niagara controllers - 5 years minimum experience.
- Extensive working knowledge of Residential HVAC Systems (split, package, and mini-split) – 5 years minimum experience.
- Extensive working knowledge Hydronic Loops – 5 years minimum experience.
- Skilled in the operation of various Air Flow Testing Devices - Balometer/Capture Hood/Anemometers
- Skilled in the operation of various Electrical Testing Devices - Multi-meter, Amp Clamp, etc.
- Ability to work from sketches, drawings, plans or specifications.
- Ability to follow oral and written instructions and maintain records.
- Ability to estimate needed materials and time required for various jobs.
- Ability to work efficiently in team settings and independently
- Knowledge of OSHA and safety precautions
- Extensive knowledge of the methods, materials, equipment, tools, terminology and safety precautions of building maintenance trades.
