The Opportunity

The Traffic Control Manager is a highly active leadership role where you will own the technical standards, regulatory compliance, and operational delivery of our traffic control functions. Serving as the primary subject matter expert, this role carries external-facing responsibilities with state and local agencies, ensuring our infrastructure builds are safe, efficient, and fully permitted.


Responsibilities


Traffic Control Execution & Technical Leadership

  • Develop, review, approve, and maintain Temporary Traffic Control Plans (TCPs) for telecommunications, utility, broadband, civil, and infrastructure projects.
  • Establish and maintain standard traffic control plan templates, typical drawings, and traffic management procedures for recurring work activities.
  • Serve as the company's subject matter expert for all temporary traffic control operations, permitting requirements, and regulatory compliance matters.
  • Lead Root Cause Analysis (RCA) and comprehensive incident reporting for any work zone accidents or near-misses, enforcing our #1 priority of safety.
  • Develop and implement continuous improvement initiatives focused on safety, operational efficiency, compliance, and service delivery.

Agency Engagement & Project Support

  • Coordinate traffic control plan approvals with Caltrans, Departments of Transportation (DOTs), municipalities, counties, tribal agencies, utility owners, and other permitting authorities.
  • Partner with Estimating, Operations, Construction Management, and Project Management teams during project pursuits to develop traffic control strategies and scopes of work.
  • Participate in pre-construction meetings, agency coordination meetings, and project planning sessions as the primary traffic control representative.
  • Build and maintain strong working relationships with State and local agencies, utility owners, tribal entities, transportation authorities, and customers.

Team Oversight & Operations

  • Provide oversight of all traffic control operations with safety as the core principal, evaluating the nuances of each set up and addressing potential hazards to crews and the public.
  • Give guidance to the Project Management and Construction Management teams on activities of flaggers and traffic control technicians in multiple states and project locations.
  • Collaborate to ensure field operations maintain strict adherence to labor compliance standards, including prevailing wage nuances and union guidelines specific to California and western states.
  • Help recruit, hire, train, mentor, and develop traffic control personnel, conducting educational sessions to improve understanding of requirements and best practices.
  • Promote and support the utilization of GRC's self-performed traffic control services across all operating regions and business units.
  • Manage traffic control fleet assets, including vehicles, trailers, attenuators, arrow boards, signs, and inventory to ensure operational readiness.

Required Qualifications

  • Experience managing traffic control operations as a standalone business unit or shared service organization.
  • Experience supporting estimating, proposal development, and preconstruction planning efforts.
  • Experience working directly with tribal agencies, public works departments, utility companies, and transportation authorities.
  • Preferred: Experience with long haul, middle mile, and FTTH/FTTX telecommunications construction projects.


Preferred Qualifications

Education & Background

  • Experience managing traffic control operations as a standalone business unit or shared service organization.
  • Experience supporting estimating, proposal development, and preconstruction planning efforts.
  • Experience working directly with tribal agencies, public works departments, utility companies, and transportation authorities.
  • Preferred: Experience with long haul, middle mile, and FTTH/FTTX telecommunications construction projects.

Technical Skills

  • ATSSA Certified Traffic Control Supervisor (TCS).
  • OSHA 30-Hour Construction Certification.
  • IMSA Work Zone Traffic Safety Certification.
  • Proficiency in dedicated traffic control drafting and planning software (e.g., Invarion RapidPlan, AutoCAD, or equivalent tools).
  • High comfort with web-based applications including Rippling timecard management, Google Office Suite, and CRM database reporting.
  • Communication: Exceptional verbal communication skills, especially when de-escalating interactions with the motoring public.
  • Preferred: Advanced Licensing, such as a CDL Class A or B, is a significant plus.

Additional Information

Salary Range: $105K-120K + 15% bonus

Travel Requirements: 25-35%
