Job Description

Reports directly to the Township Engineer and Director of Planning and Engineering, assists with administering the routine responsibilities of the Department of Planning and Engineering. Under direction, performs routine civil engineering work, including but not limited to: plan and permit review and approval, project design/design coordination, construction administration, inspections, grant reporting, and oversight of maintenance of structures and facilities such as roads, curbs and sidewalks, bridges, traffic signals, parks, water supply, sewage and waste disposal systems, or similar facilities; conducting traffic studies/counts; heavy communications with regulatory agencies, utilities, contractors, and public; does other related work.NOTE: The definition and examples of work for this title are for illustrative purposes only. Conversely, all duties performed on the job may not be listed.EXAMPLES OF WORK:Develops project plans, specifications, cost estimates and bid documents for capital projects;Participates in preparing capital budget estimates, including applications for county, state, & federal project funding;Monitors contractors' work for compliance with project specifications; reviews work progress schedules and payment vouchers; conducts pre-construction and final inspection meetings;Reviews site plans, subdivision plans, drainage calculations, grading plans and cut sheets to ensure compliance with specifications and township Ordinances;Grant reporting and coordination;Assists in preparation of as-built plans and other reports;Assembles and compiles field notes;Conducts office and field surveys, inspections, investigations, and tests involved with civil engineering projects;Created traffic studies & reports;Prepares requisitions for equipment, materials, and supplies;Performs complex mathematical calculations;Aides in the preparation of engineering plans & specifications'Provide assistance during project bidding;Assists in the design of civil engineering projects;Performs detail drafting work;Maintains engineering and related records and file;Interdepartmental communication and coordination.Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.Visits construction sites and advises personnel on compliance with plans and specifications; Reviews problems in the field and advises on appropriate corrective measures;Attends meetings and provides engineering guidance;REQUIREMENTS:EDUCATION:Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.Possession of a Professional engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors or ability to acquire within 6 months of hire date.EXPERIENCE:Four (4) years of experience in civil engineering. LICENSE:Possession of a Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors, or similar license.Special Requirements:Appointees will be required to possess a drivers license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.KNOWLEDGE AND ABILITIES:Knowledge of principles of civil engineering.Knowledge of procedures used to plan and design civil engineering projects such as roadways, walks, and drainage projects.Thorough knowledge and capability in AutoCAD; Working knowledge of office computer uses (including Word and Excel), and the ability to learn new software;Working knowledge of GIS applications including ESRI ArcMap; Strong verbal and written communication skills;Ability to prepare engineering plans and drawings.Ability to inspect construction projects for conformance with designs, plans, and specifications.Knowledge of survey processes and procedure, layout and cut sheet calculations.Ability to inspect and investigate work under construction.Ability to apply basic civil engineering principals and techniques to the preparation of plans, designs, charts, maps, specifications, and estimates.Ability to prepare clear, technically sound, and informative engineering reports containing findings, conclusions, and recommendations.Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
