Overall Assignment Description:

As a principal expert, this manager provides overarching strategic acquisition and program management support for a complex portfolio of programs. The role involves leading long- term acquisition planning, interfacing with senior agency executives, managing cross-functional dependencies, and ensuring that all procurement actions align with the agency's strategic, financial, and architectural objectives. Work at this level involves an extraordinary degree of specialized knowledge or expertise performing highly complex and ambiguous assignments that normally require integration and synthesis of a number of unrelated disciplines and disparate concepts.

Duties may include:

• Providing expert requirements, acquisition and program management counsel to senior government leadership on strategic planning, contract execution, and business development activities.

• Supporting the creation, coordination and final review of complete requirements and procurement packages for Major System Acquisitions.

• Coordinating high-level activities between Requirements, Acquisition, Contracts, Software Asset Management, Engineering, and Finance to enable the rapid and compliant acquisition of enterprise solutions.

• Supporting agency-level governance groups in the formulation of sound, long-range capability requirements, acquisition strategies and spending plans.

• Proactively identifying existing and potential issues at a programmatic or portfolio level, analyzing their systemic impact, and recommending courses of action to senior government leadership.

• Researching, compiling, and editing technical requirements or capability documents on specific phenomenology in support of future GEOINT system development.

• Developing and executing NGA and NSG studies, assessments, and analytic efforts.

Planning the overall contractor support strategy for IV&V and system security, ensuring the government receives a comprehensive and threat-informed assessment of the technical solution.

Requirements:

Required:

• TS/SCI

• A minimum of 12 years of demonstrated experience in Program Management, including cost, schedule, performance, and risk management for complex programs.

• A Bachelor's degree in a relevant field.

• Expert-level experience in the full lifecycle of DoW or IC requirements and acquisitions, including the development and management of Major System Acquisitions.

Desired:

• Master's degree in a relevant field.

• Project Management Professional (PMP)® and/or DAWIA Level III certification in Program Management.

• Demonstrated experience working directly with senior executives (SES/Flag Officer) on time- sensitive, complex acquisition matters.

• Demonstrated knowledge of the relationship between IC agencies.

• Expert-level knowledge of GEOINT phenomenology including radar, electro-optical, and full spectrum and other planned and potential capabilities.

• Specialized Government agency or military experience in GEOINT or all source intelligence processes and activities.
