- FLSA Status: Exempt
- Compensation Range: $68K to $72K (discretionary year-end bonus)
- Schedule: 2nd Shift Tuesday Saturday / 3pm to 11:00pm
The Spirit of the Position: The Enforcement Operations Manager at provides leadership, operational oversight, and administrative support for all parking meter enforcement activities. This role is responsible for planning, coordinating, and managing daily enforcement operations while ensuring compliance with company policies, contractual obligations, and City of Chicago regulations. The Enforcement Operations Manager promotes operational excellence, employee development, and continuous process improvement to support efficient and effective enforcement services.
Responsibilities:
- Understand, implement, and deliver all requirements that are outlined within the contractual agreement between LAZ Parking Chicago, the client, and the City of Chicago as it pertains to Enforcement under the management of the Enforcement Manager.
- Provide direct supervision and support to Enforcement Supervisors and Enforcement Staff through regular field visits, performance evaluations, and operational assessments. Recommend and implement strategies to improve productivity and effectiveness.
- Assist with communications and reporting required by the City of Chicago, including service outages, incident investigations, and monthly reporting as required in the Concession Agreement.
- Occasionally interface and work with city personnel, such as the police or fire departments.
- Enhance parking compliance and maximize potential revenue at parking meters by assisting management in strategically planning, preparing, and managing the deployment of parking enforcement personnel.
- Support parking compliance initiatives by assisting in the strategic planning, deployment, and management of enforcement personnel to maximize operational efficiency and parking meter compliance
- Assist with routing assignments, scheduling, and coordinating with inventory to ensure enforcement equipment and vehicles are prepared.
- Monitor reporting systems, and performance standards to ensure compliance with company policies, procedures, and contractual requirements.
- Ensure Enforcement staff receive comprehensive training in customer service, Mobile Compliance systems, and the proper issuance of City-approved parking citations.
- Support recruitment, interviewing, hiring, onboarding, and retention of Enforcement Agents and Supervisors.
- Identify and develop high potential employees to support departmental succession planning and organizational growth.
- Provide leadership, coaching, and ongoing training to the supervisory team.
- Assist in the coordination, delivery, and documentation of all required training programs for Enforcement personnel.
- At times, availability during non-work hours to answer client requests, assist supervisors, or respond to enforcement incidents.
- Conduct disciplinary investigations, document findings, facilitate employee coaching discussions, and prepare appropriate corrective action documentation.
- Complete any special projects, programs, or initiatives as requested.
- Assist in managing departmental payroll and operating expenses within budget while identifying opportunities to improve efficiency and reduce costs.
- Assist processing time records and payroll.
- Maintain a thorough understanding of departmental objectives, policies, procedures, and standard operating procedures.
- Prepare and distribute daily, weekly, monthly, and annual operational reports as required.
- Assume responsibility for the day-to-day management of enforcement operations in the absence of the Enforcement Manager.
- Perform other duties and responsibilities as assigned.
Education (if needed):
- High School Diploma required
- BA/BS Degree or equivalent work experience
Experience:
- 4+ years of professional experience in parking enforcement, traffic, or transportation management.
- 2 years of which must have been in a supervisory capacity managing union staff.
- Knowledge of Excel, Word, Power Point and General Microsoft Office Applications.

- Ability to communicate professionally and effectively.

- Ability to speak, read, and comprehend the English language.

- Ability to produce and maintain an acceptable driving record and unrestricted drivers license.
- Microsoft Office, specifically Excel and Word proficiency

- Strong verbal and writing skills
- Must possess excellent customer service and a high level of interpersonal skills to handle challenging and, at times, emotionally charged situations.
- Must possess a valid State of Illinois Drivers License and a clean driving record.
Physical Demands:
- Willingness to work in the elements heat, wind, snow, rain, etc.
- Ability to lift, push and pull at least 25 pounds.
- Ability to stand, walk and run for extended periods of time.
- Ability bend, stoop, squat and lift frequently throughout a shift.
