Position:Financial SpecialistDivision:Tribal AffairsDepartment:Child Support EnforcementReports To:Director of Child Support EnforcementLocation:NorfolkExempt/Non-Exempt:Non-ExemptSalary:Grade 9 ($21.97 - $33.50)Classification:FulltimeSummary:The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a â??Service Delivery Areaâ?? comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.Incumbent will perform functions for the PTN CSE to work with the tribeâ??s Finance Department. Employee will assist the director to facilitate the efficient operation of the program. Tasks may include but are not limited to: Assisting with the planning and coordination of the program budget, goals and objectives; providing assistance to all functions of the department; maintaining data for federal reporting; and providing general clerical duties.Essential Responsibilities and Duties:Maintain manual and/or automated accounting records pursuant to established policy and procedures to track child support payments and disbursements.Prepare financial information and narratives for monthly, quarterly and annual financial statistics and reports for the federal Office of Child Support Enforcement pursuant to established tribal finance policy and procedures; prepare for potential federal audits of the PTN CSE.Prepare, monitor and maintain the PTN CSE program cuff account and the PTN CSE budget; submit monthly, quarterly, and annual reports related to the PTN CSE budget to Tribal Finance.Prepare and submit requests for payment of expenses incurred in the maintenance and operation of the PTN CSE to Tribal Finance.Assist with quality assurance reviews and corrective actions related to financial issues of the PTN CSE.Follow all related Federal, State and Tribal Policies and Procedures.Comply with the law of the Tribe and, at all times, act in a manner that promotes public confidence in the integrity and impartiality of the PTN CSE.Maintain complete confidentiality and honor the Privacy Act in all activities.Possess the ability to relate to the clients in a professional manner, as well as with federal, state, judicial and other professional representatives.Possess the ability to promote the program both internally and externally.Attend trainings and meetingsTravel is required which includes some out of state travel.Other duties as assigned.Relationships and Authority:This position has no supervisory authority. This position must establish a working relationship with other tribal programs, IV-D program directors, funding agency, tribal, state and federal Courts.Working Environment and Physical Demands:Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.Qualifications:Minimum:Associate Degree in Business Administration or Accounting with (1) year work experience working in a business or finance office or equivalent combination of education and experience.Ability to be bondable/InsurableMust be qualified to become a Notary in the State of NebraskaEfficiently operate office equipment, including a computer workstation, computer software, copy and fax machines, printers and telephonesDemonstrated excellent written and oral communication skills.Six months of experience in child support, court and office terminology.Demonstrated experience in Word, Excel spreadsheets and PowerPointExperience in preparing financial reportsA valid driverâ??s license and be insurable.Experience in budget spreadsheets.Experience in standard accounting principles/practices and computerized accounting.Experience in database management.Successfully pass drug and alcohol testing, motor vehicle, education verifications, reference checks, and criminal background checks.Able and willing to travel, including out of state travel.Preferred:Masterâ??s Degree in Finance or Accounting with 4 yearsâ?? experience in working with government budgets.Knowledge and understanding of Public Law 93-638; Indian Self Determination Act.One year experience working with Native Americans or Native American organizations.Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.The Ponca Tribe of Nebraska is an at-will employer.Tribal Council Approval: 06/08/2026
