About This Position

Direct and manage activities and staff of the Arrowhead Juvenile Center (AJC). Develop and coordinate policies for the Arrowhead Regional Corrections Board in relation to the custody and treatment of juvenile offenders as ordered by the courts. AJC is a 48 bed maximum security juvenile institution.

Arrowhead Regional Corrections provides correctional services to five counties of Northeastern Minnesota's "Arrowhead" region, those counties are: Carlton, Cook, Koochiching, Lake and St. Louis. ARC was formed under the guidance of the Minnesota Community Corrections Act and a joint powers agreement between the participating counties.

Arrowhead Regional Corrections is administered by a board of commissioners (referred to as the Executive Board). The ARC Executive Board is made up of eight county commissioners from the participating counties. The five ARC counties make up 5% of the state's total population and 17% of the states geography.

MAJOR ACCOUNTABILITIES
  • Develops juvenile institutional policies and procedures in accordance with the Arrowhead Regional Corrections Board.
  • Directs and guides supervisors in carrying out the functions of their responsibilities.
  • Responsible for the recruitment and selection of staff.
  • Plans and maintains in-service training programs.
  • Responsible for the overall goals of the program and program content.
  • Reviews the effectiveness and quality of programs and recommends revisions or new programs to the Arrowhead Regional Corrections Executive Director.
  • Establishes and maintains effective relationships with the community and other agencies.
  • Plans for future personnel and facility needs of juvenile institutional services.
  • Responsible for the annual budget of juvenile institutional services for the Arrowhead Regional Corrections Board.
  • Establishes and maintains reporting, statistical and research services.

STAFF RESPONSIBILITY:
Responsible for managing institution staff with direct reports consisting of 2 Supervisors, 1.5 Nurses, 3 Office Specialists, 1 Lead Office Specialist, 1 Administrative Specialist, and 1 Building Maintenance Worker. The rest of the staff complement at AJC is: Corrections Counselors (30), Cook/Counselors (3), Corrections Agents (3), Shift Coordinators (3), and Transportation Officer (1).

The Division Director position has a wide scope of responsibility related to staff development. The hiring of supervisors and other staff that the Division Director directly supervises is performed by the incumbent. Other positions are hired by the supervisors with the Division Director's approval.

BUDGET RESPONSIBILITY:
Responsible for managing total annual operating budget of $4.9 million. Primary revenue sources for the department include multi-counties through a joint-powers agreement, the state of Minnesota Community Corrections Act Subsidy, the State Department of Education, corrections fees, grant funding, and miscellaneous income.

COMPLEXITY/CONTRACT ADMINISTRATION/BROADNESS OF SERVICES PROVIDED:
In making decisions to manage the department, consideration must be given to all state and federal statutes relating to incarceration. Furthermore, requirements of the Minnesota Community Corrections Act and all court orders must be met. Considerable discretion is required to interpret the implementation and ongoing administration to meet statutory requirements.

CONTACTS/ELECTORATE:
The Division Director has frequent contacts with public officials from the five counties in the region, as well as frequent contact and coordination with the Department of Corrections.

CONSTANT: Lift up to 10 pounds; field of vision; hear within 5 feet; talk/speak; and work inside. FREQUENT: Carry up to 10 pounds; near and midrange; depth perception; visual accommodation; hear up to 20 feet; bend neck; handle; move about; reach; rotate neck; sit; stand; stoop/bend; twist at waist; walk; right and left wrist turn; work with and around others; customer/public contact; and drive. OCCASIONAL: Lift and carry up to 10 pounds; far vision; reach above shoulder; work alone; and work extended days.
MINIMUM QUALIFICATIONS (PASS/FAIL):
  • A Master's degree in Sociology, Psychology, Social Work, Criminal Justice, Corrections, Criminology or a closely related field AND five (5) years of progressively responsible client-based professional experience in corrections or a closely related human services field; OR, a Bachelor's degree in Sociology, Psychology, Social Work, Criminal Justice, Corrections, Criminology or a closely related field AND six (6) years of progressively responsible client-based professional experience in corrections or a closely related human service field.
  • Three (3) years (or more) of the professional experience must have been at a supervisory level in corrections or a closely related human services field.
  • Possession of a valid driver's license.
Note: Client-based professional experience must involve providing direct client services.
