Lead the construction and engineering projects that keep NASA's first field center running. As a Construction Project Manager, you'll manage multidisciplinary projects that modernize NASA Langley Research Center’s wind tunnels, labs, and infrastructure behind NASA's aeronautics and space research, and you'll lead the teams that deliver them.
About the Work
Genex Systems is a member of the team supporting the Center Maintenance, Operations, and Engineering II (CMOE II) contract at NASA Langley in Hampton, Virginia. CMOE II covers engineering, maintenance, central utilities, and research operations support across the center's institutional and research facilities. Those facilities include the National Transonic Facility, the world's largest pressurized cryogenic wind tunnel. You'll join the CMOE II Engineering team and report directly to the Projects Manager. Your projects will range from facility upgrades to capital improvements, and they'll span mechanical, electrical, controls, civil, architectural, and structural disciplines.
What You'll Do
- Manage engineering and construction projects of any size and complexity, often several at once (typically 2–10 projects and/or teams of up to 10 people).
- Serve as a point of contact with NASA and internal stakeholders as you shape new opportunities and define project objectives, scope, and budget.
- Lead project teams in producing all required documentation and deliverables on schedule and within budget.
- Track work against contracted scope, schedule, and budget. Resolve conflicts yourself or escalate them to the right level.
- Supervise planning, scheduling, and estimating, and review the work produced by project and construction teams.
- Work with supervisors across a matrix engineering organization to secure the resources each project needs.
- Evaluate the performance of project team members.
- Manage in-house design projects as needed to balance the team's workload.
What You'll Need (Required)
- Education and experience: one of the following:
- BS from an accredited engineering program, plus 5–10 years of engineering experience, including at least 3 years in project management; or
- MS from an accredited engineering program, plus 3–5 years of engineering experience, including at least 2 years in project management.
- Experience overseeing construction projects, including an understanding of what design documentation a project requires and how it is prepared.
- PMP® (Project Management Institute) or CMRP® certification, or the ability to earn one within 2 years of hire.
- Experience with budget reporting and project management software.
- Proficiency in Microsoft Word, Excel, Outlook, and Project.
- U.S. citizenship.
Nice to Have (Preferred)
- Knowledge of Design-Build Institute of America (DBIA) best practices, ideally with hands-on experience applying them.
- An active PMP® or CMRP® certification at hire.
- Experience supporting federal facilities or research and test environments.
Compensation & Benefits
Salary range: $87,000–$120,000 per year, based on education level and years of applicable experience.
This range is a good-faith estimate of what Genex intends to offer at the time of posting. Actual pay depends on factors such as responsibilities, education, experience, skills, internal equity, market data, and relevant laws.

Location & Work Arrangement
- Fully on-site at NASA Langley Research Center, Hampton, Virginia.
- About 65% of your time is office-based. About 35% is at test facilities and active construction sites, which are loud and have hazardous equipment in operation.
- Your day includes travel between the office and other locations within the NASA center.
- Overtime or work outside your normal schedule is required about 5–20% of the time.

- Physical requirements:
- Walk and climb over rough terrain, and work at heights and in confined spaces.
- Walk, stand, bend, twist, and sit for extended periods.
- Climb, crawl, and lift up to 35 lbs.
- Work in high-noise environments.
- Appropriate personal protective equipment (PPE) and safety training will be provided.
- Safety: You must follow all safety policies and procedures, including completing a Safe Plan of Action (SPA) before each task.
