Position Description:

The Compliance Analyst ensures that all Multi-Family projects comply with regulatory requirements outlined in the United Apartment Group Operations Manual, Section 42 of the IRS Code, HUD guidelines, state and local agency rules, and other oversight bodies. This role serves as the primary liaison between United Apartment Group and regulatory agencies, funding partners, and third-party compliance entities. Responsibilities include auditing property lease files, compiling month-end reports, and submitting documentation to reporting agencies.

Qualifications /Experience:
  • Minimum 5 years of experience in tax credit and/or bond compliance.
  • Must hold or be pursuing one or more of the following certifications:
  • o HCCP (Housing Credit Certified Professional) COS (Certified Occupancy Specialist)
  • o FHS (Fair Housing Specialist)
  • o CPO (Certified Professional of Occupancy)

Job Responsibilities:

  • Providing technical and advisory support to on-site manager and staff
  • Maintaining systems to track and report performance and compliance across the affordable housing portfolio.
  • Conducting compliance reviews and maintaining procedural documentation.
  • Monitoring annual recertification requirements and maintaining a proactive schedule.
  • Preparing audit and management reports to professional standards.
  • Overseeing RealPage Compliance Services (RPCS) performance.
  • Developing strategic plans tailored to property-specific compliance needs.
  • Ensuring accurate implementation of income limits, rent limits, utility allowances, and rent adjustments.
  • Monitoring applicable fractions, Next Available Unit Rule, Unit Vacancy Rule, and unit mix.
  • Updating Affirmative Fair Housing Marketing Plans and Tenant Selection Plans.
  • Tracking completion of Supportive Services.
  • Completing monthly, quarterly, and annual compliance reports.
  • Developing and implementing internal training programs.
  • Planning and directing audit activities.
  • Providing on-site compliance support (travel required).
  • Ensuring compliance files and binders are current and organized.
  • Coordinating compliance training with regional and on-site managers.
  • Responding to special or emergency audit requests.
  • Staying current on industry and regulatory changes.
  • Ensuring property compliance with company policies.
  • Exercising sound professional judgment.
  • Managing multiple complex tasks and meeting deadlines.
  • Advising, mentoring, and motivating team members.
  • Fostering a collaborative and respectful work environment.
  • Building strong relationships with funding and monitoring agencies.
  • Performing other duties as assigned.
