Job Description

KDG Construction Consulting is seeking an IT Program Manager to serve as an Operations Liaison, leading and coordinating detailed technology integration and operational planning for new facility modernization and expansion work within a major Capital Development & Improvement Program. Reporting to the Program Director, this role is responsible for serving as the central point of integration between enterprise IT initiatives and day-to-day operational requirements, ensuring alignment, effective communication, and coordinated execution across all parties. These initiatives may include Facility Improvement projects, Operational Service Improvement projects, Capital Development programs, and Asset Renewal. The IT Program Manager will act as an integral member of an owner’s program team, being directly responsible for minimizing operational impacts through strong knowledge of large-scale hub operations, complex technology systems, contractor management, and cross-functional collaboration. This role requires a leader capable of collaborating with project managers, construction managers, operating partners, and contractors to support program coordination across multiple facilities.

Position Summary: The IT Program Manager is responsible for translating operational needs into technology-driven solutions and maintaining a broad understanding of facility equipment and systems, including their integration with IT networks and infrastructure. This role requires an experienced and operationally knowledgeable professional with a solid understanding of complex technology frameworks that support operational equipment, providing the owner with objective risk mitigation and proactive problem-solving. The IT Program Manager will engage in direct discussions with internal teams, operating partners, public agency stakeholders, and contractors to ensure seamless implementation and consistency across multiple, interdependent projects of a large scale.

Key Responsibilities
Program Coordination & IT Integration:
• Serve as the primary liaison between IT project teams, Operations, and key stakeholders to facilitate alignment and communication.
• Provide timely and accurate updates on program status, milestones, risks, and dependencies to both technical and management-level personnel.
• Assist in tracking program progress, action items, and deliverables to support successful implementation throughout the lifecycle.
• Participate in high-level meetings, site walks, and operational briefings to maintain situational awareness and ensure consistency across multiple facilities.
• Support the integration of specialized facility equipment and systems with IT infrastructure, ensuring strict alignment with day-to-day operational needs.

Construction & Operational Coordination:
• Collaborate closely with stakeholders to identify potential operational impacts and support mitigation efforts through deep operational expertise.
• Coordinate and engage with contractors to support project execution, scheduling, sequencing, and compliance with operational requirements.
• Foster strong working relationships across facility zones and stakeholder groups to support efficient program delivery and minimize disruptions.
• Identify risks, gaps, and coordination challenges across interface issues, and escalate them to management as appropriate.
• Support end-users and project teams by understanding user needs and translating them into effective operational and technical solutions.

Risk Management & Stakeholder Leadership:
• Manage competing priorities in a fast-paced, high-volume environment to protect the owner's interests and maintain operational continuity.
• Maintain excellent working relationships with design, construction, partner agencies, and maintenance professionals geared toward open communication and mutual problem-solving.
• Ensure all contractor activities align with the owner's operational frameworks and facility management guidelines.

Qualifications Required:
• 15+ years of experience, preferably working on large-scale infrastructure projects or programs within a high-volume, complex hub environment.
• Proven experience in complex Operations, facility management, partner operations, or closely related fields.
• Hands-on knowledge of large-scale operational IT systems, end-user hardware, and integrated infrastructure (such as multi-user networks, specialized data display systems, baggage/logistics routing systems, automated kiosks, and localized operational equipment supporting day-to-day facility operations).
• Proficiency in project/program management and collaboration software tools, including PMWeb, Bluebeam, Adobe Pro, SharePoint, and Microsoft Office Suite (Excel, Word, PowerPoint).
• Bachelor’s degree in Architecture, Business, Engineering, Construction Management, Planning, or a related technical field.

Preferred:
• Relevant Professional Licensure & Certifications are strongly preferred (e.g., PMP, PgMP, LEED, PE, AICP, or related industry credentials).
• Prior experience working directly with public/municipal authorities, city departments, major contractors, and corporate tenants is highly desirable.
• Exposure to or direct involvement in large-scale IT or infrastructure modernization initiatives from an owner's representative perspective.

• Ability to work various shifts as needed, including past regular work shifts, after-hours, or weekend work to perform the duties of the position.

Anticipated Salary Range: $196,000.00 – $225,000.00 per year
