Position Title: People Operations Coordinator

Position Type: (Full-Time), Salary, In-Office, (with opportunity to work 1 day per week remotely after 90 days of employment)

Reports to: Chief of Staff

Direct Reports: None

Salary Range: $73,000.00 - $78,000.00

About La Raza Community Resource Center

La Raza Community Resource Center (www.larazacrc.org) (La Raza CRC) is a bilingual, multi-service non-profit organization dedicated to meeting the social service, immigration, educational, and leadership development needs of low-income families and individuals. La Raza Community Resource Center is located in the heart of the historic San Francisco Mission District, the vibrant cornerstone of San Francisco's Latine community. We have been serving the community for over 56 years. Our Social Services Program services include a food pantry, family counseling, educational workshops, support groups, rental assistance, and many other services. Our Immigration Program provides both affirmative family-based immigration services and removal defense. All of our legal and social services for San Francisco residents are pro bono. Together, our programs have evolved to serve our community as an essential destination for the basic needs of recent immigrant families.


About the role

The People Operations Coordinator is passionate about the mission and vision of La Raza CRC. This job requires the ability to build meaningful relationships with a diverse range of individuals with an emphasis on excellent interpersonal communication. This position manages the end-to-end human resources compliance and staff relations for our team members by managing HR compliance, benefits administration, personnel record keeping, and employee relations. This position handles the lifecycle of our volunteer community at La Raza CRC. This role recruits, onboards, and schedules a shifting pool of roughly 50 volunteers. These volunteers support our community market, immigration clinics, and community workshops. The coordinator ensures shifts are fully staffed and volunteers are aligned with our mission. A central focus of this role will be improving productivity transparency and launching a staff self-evaluation framework to build clear performance metrics and support team growth.

Responsibilities

(HR 50%)

Compliance & Personnel Administration

  • Ensure Full compliance with San Francisco, California, and federal labor laws.
  • Manage staff onboarding, modernizing personnel files, and coordinating benefits administration.
  • Maintain digital and physical personnel files securely, auditing for accuracy.
  • Oversee benefits administration, tracking for staff eligibility, enrollments, and monthly changes.

Performance Metrics & Staff Relations

  • Implement and manage a staff self- evaluation system, to track performance metrics and align individual growth with organization-wide goals.
  • Serve as an accessible point of contact for staff inquiries regarding internal policies or conflict resolutions.
  • Support the Chief of Staff in developing staff wellness initiatives and organizing team-building activities.
  • Guide managers on handling routine employee relations or drafting performance improvement plans.

HR Operations & System Support

  • Partner with external IT or Payroll contacts to ensure staff systems run accurately.
  • Keep the staff handbook updated with changing city ordinances and organizational policies.
  • Provide HR data or reporting to the Chief of Staff and Executive Director as requested.

Volunteer Management (50%):

Volunteer Lifecycle & Operations

  • Recruit and screen a culturally competent, bilingual volunteer base.
  • Onboard and train volunteers on client privacy (HIPPA/confidentiality), safety protocols, and cultural humility.
  • Manage weekly scheduling to ensure the food distribution days are optimally staffed.
  • Maintain the volunteer database, tracking hours, attendance, and signing off on required verification forms for CalFresh.

Retention and Community Relations

  • Cultivate a welcoming environment that values volunteer contributions and builds long-term retention.
  • Coordinate volunteer appreciation initiatives, including annual recognition events or spotlight stories.
  • Act as the primary point of contact for daily volunteer questions, feedback, or to build new volunteer pipelines.
  • Supervise volunteer duties and breaks during their shifts and distribution times.
  • Conduct community outreach at local universities, churches, and corporate groups to build new volunteer partnerships.
  • Conduct outreach to partners to bring additional resources to our service seekers

Qualifications & Skills

  • Minimum 1+ years of hands-on experience in human resources, with responsibility across multiple HR functional areas including, but not limited to: employee relations, recruitment and onboarding, benefits administration, training and development, and organizational support.
    • 1 years in nonprofit operations, and volunteer coordination, a plus.
  • Strong working knowledge of federal, state (including California), and local employment laws and regulations, with the ability to apply them in day-to-day HR practices.
  • Experience in supporting or managing the full recruitment lifecycle, including job postings, applicant screening, interview coordination, and onboarding.
  • High proficiency in written and oral English and Spanish is strictly required to support staff and community volunteers.
  • Familiarity with HR information systems (HRIS), volunteer scheduling software, and Google Workspace. Familiarity with Rippling, BILL, PEAR Suite, Microsoft 365, Teams a plus.
  • Exceptional emotional intelligence, cross-cultural communication, and the agility to navigate a fast paced community center environment.
  • Excellent verbal and written communication skills, including active listening, conflict resolution, and the ability to clearly explain policies and processes.
  • Comfortable facilitating meetings, training, and presentations to large and diverse groups.
  • Stress Management - Ability to practice self-care habits and emotional regulation to notice earlier signs of burnout and communicate with supervisor.

The pay range for this role is:
