This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Lead Business Systems Analyst - Federal Acquisition based in United States.
This is a hands-on business analysis leadership opportunity supporting the modernization of federal acquisition processes. You will lead discovery, requirements definition, process redesign, and solution validation while remaining directly involved in the analytical and delivery work. The role sits at the intersection of federal acquisition, data analysis, automation, low-code technologies, and AI-enabled modernization. You will work closely with federal stakeholders to translate complex and sometimes ambiguous business needs into practical, traceable solutions. Alongside guiding junior analysts and collaborating with engineering teams, you will help shape workflows that reduce manual effort and improve consistency, compliance, and visibility. The position is primarily remote, with occasional travel and collaboration during core federal working hours.
- Lead discovery and requirements-definition activities for acquisition planning and pre-award workflows, including PWS development, market research, acquisition planning, and clause-selection processes.
- Analyze acquisition-process data using Python and SQL to validate business rules, identify exceptions, substantiate requirements, and support process-improvement recommendations.
- Document current-state processes, business rules, pain points, controls, data requirements, dependencies, and stakeholder handoffs.
- Design future-state workflows that reduce manual effort while improving consistency, traceability, control, and operational efficiency.
- Facilitate stakeholder workshops, reconcile competing inputs, and translate business needs into clear requirements, user stories, acceptance criteria, and decision-ready recommendations.
- Identify practical opportunities for AI, automation, digital forms, Microsoft Power Platform, and integrated data solutions while accounting for human review, policy, security, and compliance requirements.
- Guide junior business analysts and collaborate closely with solution designers and engineering teams throughout design, prototyping, testing, and user-acceptance activities.
- Remain actively involved in analysis, documentation, stakeholder engagement, and delivery rather than operating solely in a management capacity.
- Prepare high-quality client materials, process documentation, recommendations, and implementation guidance for senior federal stakeholders.
- Contribute to modernization initiatives involving multiple systems, stakeholder groups, organizational units, and complex business processes.
Requirements:
- 7+ years of relevant experience in business analysis, business transformation, acquisition modernization, management consulting, or a related field.
- Bachelor’s degree preferred.
- Hands-on experience using Python for data preparation and analysis and SQL to query, join, validate, and interpret data in support of requirements and process redesign.
- Working knowledge of federal acquisition and pre-award processes, including the Federal Acquisition Regulation (FAR), PWS development, market research, and acquisition planning.
- Demonstrated experience leading complex requirements-definition and process-redesign initiatives for software, automation, digital transformation, or modernization programs.
- Ability to lead through influence while remaining hands-on with analysis, process documentation, workshops, requirements, and delivery details.
- Strong analytical and problem-solving skills, with the ability to make sense of ambiguous business problems and translate them into practical solutions.
- Strong communication and facilitation skills, including the ability to work directly with federal stakeholders and synthesize diverse perspectives into clear recommendations.
- Experience supporting a federal contracting office or advising federal acquisition organizations is preferred.
- Management consulting or professional-services experience within complex transformation programs is preferred.
- Working knowledge of Microsoft Power Platform, SharePoint/Microsoft 365, data and API concepts, or other low-code and automation environments from a business analyst perspective is a plus.
- Experience using generative AI or LLM tools for acquisition, research, requirements, process redesign, or prototype development is advantageous.
- Experience with large-scale modernization initiatives involving multiple systems, stakeholder groups, or organizational units is preferred.
- Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.
