Job Description

Primary Functions

The Mid-Level Data Analyst supports Phoenix Group of Virginia’s Navy customer by collecting, organizing, analyzing, and reporting maintenance, modernization, schedule, cost, financial, and material data that supports aircraft carrier life-cycle maintenance planning. The position supports CMP and BAWP development, maintenance history database updates, program office documentation, data analytics, process documentation, stakeholder coordination, and Reliability Centered Maintenance related tasks.

Position Requirements
  • Minimum of five (5) years of professional experience in data management, data analysis, operations research support, maintenance planning support, engineering support, or related technical services.
  • Ability to obtain and maintain a Secret clearance.
  • Experience using Microsoft Office, with emphasis in Microsoft Excel.
  • Ability to collect, manage, analyze, and report maintenance, modernization, schedule, cost, labor, material, financial, and completion data.
  • Ability to support program office documentation, process guides, recurring reports, and stakeholder data calls.
Preferred Qualifications
  • Experience with Microsoft Access database development and maintenance.
  • Experience with Microsoft Power Apps.
  • Experience related to aircraft carriers, naval ships, large ship design, ship construction, ship maintenance, ship modernization, or maintenance planning.
  • Experience supporting CMP, BAWP, AWP, ACCMP, ESWBS, M&SWP, RCM, or related Navy maintenance planning products.
General Experience

Five (5) or more years of professional experience collecting, managing, analyzing, validating, and reporting data for maintenance, modernization, engineering, planning, logistics, operations research, or program management functions.

Specialized Experience

Experience supporting aircraft carrier or Navy ship maintenance planning through CMP and BAWP data support, AWP completion data review, maintenance history database updates, RCM support, process documentation, and development of reports, tools, and data products.

Functional Responsibility
  • Support development, revision, and validation of program office documentation, including the ACCMP manual, Expanded Ship Work Breakdown Structure manual, process instructions, and related products.
  • Support development and management of the CMP and BAWP, including life-cycle maintenance and modernization requirements.
  • Update maintenance history databases using Availability Work Package completion data, including financial and material history.
  • Collect, manage, and analyze maintenance, modernization, schedule, cost, labor, and material data for aircraft carriers.
  • Perform data analytics and prepare, run, present, and explain reports on data and analysis results.
  • Develop new tools, products, and techniques for managing, displaying, and reporting data.
  • Document new or changed processes and instructions.
  • Develop process guides using Microsoft Office, Power Apps, SharePoint, Teams, or other approved applications.
  • Respond to data calls and queries from internal and external stakeholders.
  • Schedule, host, and administrate face-to-face, telephone, and virtual meetings.
  • Transfer data from external paper or electronic sources into CPA databases and other approved data systems.
  • Assist in Reliability Centered Maintenance related tasks.
  • Coordinate with engineers, maintenance planners, shipyard personnel, cost estimators, and government stakeholders to resolve data issues.
