Position Summary

IQ Fiber is seeking a Manager, Procurement to own the end-to-end sourcing and supply strategy for IQ Fiber's fiber optic network construction materials and customer premise equipment. Reporting to the Director, Procurement, Fleet & Facilities and working closely with senior leadership, this is a high-visibility role responsible for building and running a procurement function that is strategic, data-driven, and operationally reliable — ensuring the right materials are available at the right cost and at the right time to support network buildout at scale.

This role is equal parts relationship management, analytical problem-solving, and process ownership. The ideal candidate is a self-starter who can operate independently, bring structure to a fast-paced environment, and serve as a trusted procurement partner across Finance, Warehouse Operations, and OSP leadership.

Essential Duties and Responsibilities

  • Develop and implement a comprehensive sourcing strategy covering purchasing, vendor selection, and supply management for OSP construction materials and CPE; ensure all sourcing activity aligns with IQ Fiber's commitment to responsible, ethical, and sustainable procurement practices.
  • Create and maintain a structured bid and RFP process to ensure best value in goods and services across the supply base.
  • Negotiate favorable terms with key suppliers, including pricing, volume discounts, delivery commitments, product quality standards, nondisclosures, and long-term contracts.
  • Forecast supply needs based on network build schedules, supplier capacity data, and historical usage trends; develop and manage supply plans communicated on weekly, monthly, and quarterly cadences.
  • Analyze supplier delivery performance against supply plans and proactively address gaps or risks; use data and analytical tools to optimize sourcing decisions based on cost, location, quality, and lead time.
  • Build and maintain strong, ethical relationships with supply vendors to foster long-term operational health and mutual accountability; manage vendor disputes and delivery issues with a solution-oriented approach.
  • Monitor vendor performance against agreed standards and drive continuous improvement through regular reviews.
  • Partner with Finance and OSP leadership to align procurement strategy with business objectives and operational constraints.
  • Collaborate with Warehouse Operations and Inventory teams to ensure supply chain visibility and material accountability.

Required Qualifications

  • Bachelor's degree in Supply Chain, Business, Finance, or a related field, or equivalent professional experience.
  • Minimum 3 years of procurement, sourcing, or supply chain management experience, with demonstrated experience negotiating supplier contracts and managing vendor relationships.
  • Experience in telecommunications, fiber optic internet, or infrastructure construction procurement preferred; familiarity with OSP materials and network construction supply chains a plus.
  • Experience building or formalizing a procurement function from the ground up preferred.
  • Proficiency in Microsoft Office Suite, particularly Excel; experience with ERP or procurement management systems such as NetSuite, Coupa, or similar preferred.
  • Professional certification such as CPSM or CPIM a plus.
  • Strong analytical skills with the ability to interpret supply data, identify trends, and make informed sourcing decisions.
  • Ability to operate independently in a fast-paced, high-growth environment while managing multiple priorities.
  • Ability to communicate effectively with senior leadership and external partners in both written and verbal formats.
  • Ability to uphold high integrity and a strong work ethic in all supplier relationships and internal partnerships.

What Success Looks Like

  • Materials required for fiber network construction are consistently available and aligned to budget, sourced from reliable, high-quality suppliers with delivery performance that supports deployment schedules.
  • Contracts, pricing, and volume agreements are negotiated effectively, securing favorable terms and measurable cost savings without compromising quality, lead times, or supplier reliability.
  • The procurement function operates with repeatable, scalable processes and clear reporting cadences, providing consistent visibility into supply plans and demand signals on a weekly, monthly, and quarterly basis.
  • Finance, Warehouse Operations, and OSP leadership view procurement as a trusted business partner, supported by timely procurement intelligence that improves planning, forecasting, and decision-making across the organization.
  • Supplier relationships are ethical, durable, and performance-driven, with clear accountability, service expectations, and continuous improvement built into each agreement and ongoing supplier management routines.
