Job Description

Preconstruction Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Preconstruction Manager based in the United States.

This role leads the commercial and operational work required before projects move into formal execution.
You’ll help protect project margins, reduce downstream risks, and ensure delivery teams receive clear, complete information.
The position oversees sales-to-delivery handoffs, customer contracting, subcontractor strategy, pricing, and project readiness.
You’ll work closely with engineering, procurement, project management, finance, and operations teams.
A major focus is identifying scope gaps, pricing issues, contractual risks, and subcontractor challenges before they affect execution.
The role combines commercial judgment, contract expertise, negotiation, and structured project de-risking.
You’ll also help build repeatable processes, market intelligence, and performance benchmarks that improve delivery efficiency over time.

Accountabilities:
  • Lead and standardize the handoff from Sales into Engineering, Procurement, Project Management, and Operations following project award.

  • Validate project scope, assumptions, exclusions, milestone schedules, site responsibilities, customer commitments, and commercial terms before internal turnover.

  • Review and approve subcontractor selections within established budget parameters.

  • Maintain contract deviation logs, approved fallback positions, and relevant approval records.

  • Coordinate contract inputs across Engineering, Project Management, Procurement, Finance, and Operations.

  • Lead cross-functional contract and project readiness reviews to ensure teams are aligned before execution.

  • Source, qualify, evaluate, negotiate with, and select subcontractors for awarded projects.

  • Lead subcontractor scope alignment, bid collection, bid leveling, pricing comparisons, commercial negotiations, and buyout processes.

  • Develop repeatable subcontractor coverage, pricing benchmarks, and market intelligence to improve procurement speed and protect project margins.

  • Oversee the quality of estimating team outputs and ensure projects are ready for turnover.

  • Track and resolve subcontractor-related risks before buyout and address assumption gaps, pricing discrepancies, scope mismatches, and other potential delivery issues.

  • Establish clear go/no-go and project readiness criteria before projects transition into formal execution.

  • Oversee post-signature contract readiness, including contract kickoffs, extraction of contractual obligations, and risk handoffs to project management and operations.

  • Ensure execution teams enter NTP with clearly understood contractual obligations, aligned budget assumptions, subcontractor strategies, and visibility into outstanding items.

  • Monitor and improve pre-NTP cycle times, handoff quality, subcontractor coverage, and recurring root causes of downstream project disruption.

Requirements:
  • 8+ years of experience in preconstruction, project development, contracts, commercial operations, or a related leadership function.

  • Demonstrated experience negotiating customer and subcontractor agreements and managing commercial risk before project execution.

  • Strong experience with subcontractor sourcing, selection, pricing, bid leveling, scope alignment, and commercial negotiations.

  • Proven ability to identify and resolve project risks before they affect delivery, including scope gaps, pricing issues, contractual inconsistencies, and subcontractor concerns.

  • Strong contract judgment and the ability to interpret commercial commitments, obligations, assumptions, and risk exposure.

  • Excellent written and verbal communication skills, with the ability to coordinate effectively across technical, commercial, and operational teams.

  • Strong cross-functional execution and stakeholder management capabilities.

  • Ability to manage multiple priorities, establish structured processes, and maintain attention to detail in a fast-moving project environment.

  • Strong analytical and problem-solving skills, with a proactive approach to identifying potential downstream issues.

  • Experience developing repeatable processes, benchmarks, and performance metrics to improve preconstruction and project handoff activities.

  • Ability to work independently while maintaining close collaboration with engineering, procurement, project management, finance, and operations stakeholders.

Benefits:
  • Annual salary range of $165,000–$175,000, with actual compensation determined by experience, qualifications, and other job-related factors.

  • Full-time, remote position within the United States.

  • Senior-level opportunity within the Delivery function.

  • Opportunity to influence commercial strategy, project readiness, subcontractor performance, and operational efficiency.

  • Cross-functional exposure to engineering, procurement, project management, finance, and operations.

  • Equal employment opportunity and commitment to a diverse and inclusive workplace.

  • Reasonable accommodations available throughout the application and interview process.

  • Consideration of qualified applicants with criminal histories in accordance with applicable fair-chance employment laws.
