CALIBRE is seeking a Functional Analyst to support the Defense Logistics Agency (DLA) Disposition Integration Web (DIW) program. The successful candidate will serve as a key member of the program team, providing functional analysis, requirements management, testing, configuration management, and production support expertise to ensure the successful delivery and sustainment of mission-critical applications. This position requires close collaboration with Government stakeholders, developers, testers, system administrators, and project management personnel to translate business requirements into effective technical solutions and support continuous system improvement.
The Functional Analyst will assist in analyzing business processes, documenting requirements, supporting software testing activities, resolving operational issues, and ensuring system functionality aligns with customer objectives and mission requirements.
Key Responsibilities:
- Develop and maintain Work Breakdown Structures (WBS) to support project planning, execution, and tracking
- Analyze user needs and define functional and cross-functional system requirements
- Perform functional allocation to identify required tasks, interdependencies, and resource requirements
- Gather, analyze, document, and validate functional, technical, and interface requirements
- Ensure approved requirement changes are incorporated into final design and system documentation
- Perform initial component and module testing and support implementation activities
- Develop Test Plans based on system requirements and testing environments
- Execute performance, regression, stress, and integration testing activities
- Identify, document, troubleshoot, and resolve issues discovered during development and testing
- Assist the Government in updating and maintaining Functional Specifications (FS)
- Support Configuration Management activities including planning, documentation, implementation, execution, and monitoring
- Support cost estimating activities through review and analysis of customer requests and proposed changes
- Coordinate with system and database administrators to address production and sustainment issues
- Respond to production incidents and assist with recovery and restart activities as required
- Evaluate system and application performance and recommend process and technology improvements
- Prepare reports, analysis, and recommendations for Government stakeholders and program leadership
- Strong analytical, problem-solving, and organizational skills
- Ability to analyze complex business processes and translate requirements into technical solutions
- Strong written and verbal communication skills
- Ability to effectively collaborate with Government and contractor personnel
- Ability to manage multiple priorities in a dynamic environment
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Teams
- U.S. Citizenship required
- Must possess an active IT-II Critical Sensitive Security Clearance or Tier 3 (T3) investigation
- Bachelor's degree from an accredited college or university
- Minimum of five (5) years of experience in functional analysis, business analysis, systems analysis, or related IT support roles
- Experience gathering and documenting business, functional, and technical requirements
- Experience supporting software development lifecycle (SDLC) activities
- Experience conducting software testing, including regression, integration, and performance testing
- Experience working with cross-functional technical and business teams
Preferred Experience:
- Experience supporting Defense Logistics Agency (DLA) or other Department of Defense programs
- Experience supporting enterprise web-based applications
- Knowledge of Configuration Management principles and practices
- Experience supporting production operations and application sustainment environments
- Experience working in Agile or hybrid software development environments
- Familiarity with requirements management and defect tracking tools
