Director - Maritime Commercial Program - Maritime Campus

PRIMARY FUNCTION: Leads the strategic development, growth, and delivery of maritime commercial training programs by aligning course offerings with industry demand, regulatory requirements, and workforce trends. Builds and maintains industry partnerships, identifies emerging training needs, and ensures effective use of resources to maximize student access, throughput, and program sustainability. Collaborates with internal stakeholders to ensure resources and infrastructure support efficient and scalable program delivery.
Essential Job Functions:
  • Drives program strategy and growth by assessing maritime industry trends, workforce demand, and regulatory requirements to develop, expand, modify, or sunset training courses.
  • Leads business development efforts by cultivating industry partnerships, expanding contract training, and identifying new revenue opportunities aligned with workforce needs.
  • Design and manage course offerings and schedules in collaboration with faculty and internal stakeholders to maximize enrollment, resource utilization, and student throughput. Make daily class decisions to schedule or cancel classes.
  • Works with the Curriculum, Compliance, and Auditing Coordinator to ensure appropriate delivery of courses to support student success.
  • Works with the Grants Oversight Director to develop grant proposals that meet the industry needs as well as the Texas Workforce Commissions requirements.
  • Monitors program performance through data, enrollment trends, and key metrics to inform decision-making and continuous improvement.
  • Supports student success by ensuring high-quality instruction, responsive scheduling, and resolution of operational barriers.
  • Counsels perspective and/or continuing students.
  • Manages operational and budgetary performance to ensure financial sustainability and achievement of revenue targets.
  • Maintains San Jacinto College Maritime facilities, equipment and labs in step with standard industry practices and in safe working condition
  • Represents the College and Maritime Campus in industry, community, and advisory settings to strengthen reputation and workforce alignment.
  • Recruits, interviews, hires, trains, supervises, and schedules instructors according to college guidelines. Evaluates faculty to ensure appropriate training is taking place.
Additional Job Functions:
  • Participates in advisory committees with industry and workforce partners to inform program direction.
  • Helps to maintain equipment when necessary.
  • Supports instructional delivery as needed, including occasional teaching.

Knowledge, Skills and Abilities:
  • Must have working knowledge of the USCG rules and regulations
  • Effectively demonstrates proficiency in scheduling of classes that demonstrates efficiency and cost effectiveness.
  • Must have excellent interpersonal, verbal, written communication and presentation skills.
  • Must be able to multi-task
  • Must be able to problem solve and make decisions at a complex level.
  • Must be able to work as a team member, work under stress and be able to process information quickly.
  • Must have working knowledge of the USCG rules and regulations
  • Recent leadership experience within the maritime industry.
  • Familiarity with the various segments of commercial shipping including but not limited to fishing, towing, ferry, tanker, small passenger and government vessels.
  • Knowledge and experience with USCG requirements for licensing and certification of seafarers required for strategic planning, as well as the USCG requirements for curriculum and program design and development.
  • Thorough knowledge of management and leadership principles with the ability to work well with others at the College and with industry.

Required Education:
  • Bachelor’s degree in maritime field, or equivalent experience.

Preferred Education:
  • Master’s degree in maritime field

Required Experience:
  • Demonstrated knowledge of maritime industry training, workforce development, and regulatory requirements.
  • Experience in program planning, operations, or leadership within maritime, transportation, industrial training, or a related field.
  • Experience collaborating with industry partners to assess needs and support workforce development initiatives.

Preferred Experience:
  • 5+ years working as a USCG licensed mariner and 5+years instructor experience in USCG training programs.


Note: This position has opportunity for limited remote work arrangements with appropriate approvals and in accordance with the policies, procedures, and needs of the College.

Salary Grade: 201

Salary is based on the Board-approved salary schedule for the current fiscal year. See Salary Schedule
