As a Product Owner supporting CMS, a typical day will include:
• Collaborating with internal and external stakeholders to analyze information needs, functional requirements, and program objectives.
• Managing and prioritizing the product backlog with a clear focus on value, outcomes, and regulatory timelines.
• Breaking down complex business rules, policy requirements, and data logic into well-sized user stories with clear acceptance criteria.
• Communicating the goals, needs, and priorities of the customer to IT teams and guiding development through an Agile mindset.
• Rapidly adjusting to shifts in priorities; managing multiple tasks simultaneously across operations, analysis, and delivery.
• Producing and reviewing substantive documentation reflecting deep knowledge of assigned functional and data domains.
• Working closely with inquiry response, training, and outreach teams to deliver clear end-user materials.
• Coordinating and facilitating meetings to ensure alignment across CMS stakeholders, product teams, and leadership.
• Providing timely schedule inputs, risk alerts, and status reporting to program management.
• Working complex helpdesk cases for assigned product and program areas.
• Supporting demos, briefings, and presentations to CMS and internal leadership.
• Acting as the voice of the customer by synthesizing user needs, policy constraints, technical considerations, and program deadlines.
Required Skills and Experience:
• BS with 5 years or equivalent combination of education and relevant experience.
• Experience coordinating across the Software Development Life Cycle on a software implementation team.
• Experience analyzing, documenting, and communicating system and business processes.
• Ability to interpret functional requirements, technical impacts, and business rules-including complex or data-intensive logic.
• Ability to effectively present information and respond to questions from clients and internal stakeholders.
• Strong Microsoft Office skills (Word, PowerPoint, Excel).
• Experience working in an Agile environment (Jira preferred).
• Ability to make decisions with limited information, navigate ambiguity, and prioritize effectively.
• Strong communication skills, including the ability to clearly explain complex concepts to both technical and non-technical audiences.
• Candidate must be able to obtain a Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years.
Preferred Skills and Experience:
• Healthcare industry, CMS, Marketplace, or other federal contracting experience.
• Experience working with large datasets, complex calculations, or systems with heavy rules processing.
• Experience interpreting policy or regulatory guidance and translating it into actionable requirements.
• Supervisory or project management experience.
• Experience presenting to medium-large audiences.
• Salesforce experience and/or certifications.
• Familiarity with requirements gathering, user story writing, and acceptance criteria definition.
• Experience collaborating with business analysts, QA testers, and data or policy SMEs.
• Experience supporting iterative delivery, refinement sessions, demos, and other Agile ceremonies.

The likely salary range for this position is $97,968 - $120,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
