The Recovery Works program responds to the reality that fewer than one in five individuals exiting treatment maintain long-term employment. By pairing clinical recovery with training, employment linkages, and retention coaching, the program promotes sustainable economic independence. The Recovery Works program integrates workforce development and recovery support services to help individuals in substance use or behavioral health treatment achieve sustained employment and stability. Services are trauma-responsive, evidence-informed, and coordinated through strong partnerships with clinical providers, employers, and community organizations. Building on more than 25 years of Seedco’s workforce and family-strengthening experience, the program connects job readiness, sector-based training, and long-term coaching with recovery services. opportunities.
The Program Director provides strategic and operational leadership for Recovery Works. Reporting to the Executive Director, the Program Director leads a 9-member multidisciplinary team across intake, case management, employment services, peer recovery, and education/training. The role is accountable for milestone achievement and for sustaining strong partnerships with Acacia-affiliated treatment providers, employers, and community organizations.
Position Details: Full-time (Temporary) 12- 15 months engagement. Location: 106 E. Main Street, Suite 100, Elkton, MD 21921
KEY ESSENTIAL FUNCTIONS
Program Leadership: Direct day-to-day operations across all program stages including Engagement & Stabilization, Workforce Readiness, Skill Building, Employment Services, Peer Mentoring, and Wrap-Around Supports. Perform team hiring and onboarding duties.
Partnership Management: Serve as primary liaison with Acacia-affiliated treatment partners, employer networks, and community providers to sustain referral pipelines and placement opportunities.
Team Supervision: Hire, coach, and evaluate the 9-member program team, including the Lead Case Manager, Lead Employment Specialist, Peer Recovery Coordinator, and Education/Training Coordinator. Coach and build and enhanced team cohesiveness through regular communication and active listening; developing relationships w/each team member.
Performance Management: Ensure that the program and team are operating toward completion of performance goals and adjust staffing, responsibilities, and activities to meet milestones. Track milestone achievement in Salesforce (250 enrolled, 210 soft-skill completions, 75 credentials, 149 placements), oversee retention coaching at 30/90/180 days, and lead corrective action to maximize program performance.
Fiscal Oversight: Manage the program budget, approve OTPS expenditures to remain on budget.
Quality & Compliance: Ensure trauma-responsive, evidence-informed service delivery and timely funder reporting against contracted outcomes.
Other responsibilities as assigned.
Interacts with: Seedco Executive Director, Acacia Leadership, key points of contact as assigned at Acacia Behavioral Health affiliates
REQUIREMENTS
Education: Bachelor’s strongly preferred;
Experience: Minimum 5 years of progressive leadership in workforce development, behavioral health, or recovery services, including at least 3 years supervising multidisciplinary teams.
Domain Knowledge: Demonstrated expertise in trauma-informed, evidence-based service delivery for individuals in substance use or behavioral health recovery.
Performance-Based Contracting: Track record managing milestone-driven, performance-based contracts and cost-reimbursement structures with public or philanthropic funders.
Technical: Proficiency with Salesforce or a comparable case management/CRM platform for participant tracking and outcomes reporting. Windows 365 preferred.
Skills: Strong partnership development, fiscal management, staff coaching, and written and verbal communication skills.
- Preferred: Lived or professional experience with recovery communities; familiarity with the Acacia Network and the NYC workforce ecosystem.
