Job Description
The Regional Service Manager is responsible for directing maintenance services of the entire OneWall portfolio across Texas, Kansas and Arkansas; providing information and serving as a resource to the Director of Finance, Director of Property Operations and others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines, codes, and regulations; and supervising and directing assigned staff, ensuring that maintenance staff perform the proper repairs and preventive maintenance needed to keep a building's infrastructure running smoothly. Additionally, the Regional Service Manager is responsible for the oversight and management of capital expenditures and construction related activities for the portfolio.
Essential Duties and Responsibilities:
● Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, construction managers, architects, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
● Develops a preventative maintenance program for the purpose of ensuring buildings are maintained in a safe condition.
● Directs department operations (e.g. budgeting, safety programs, OSHA / TOSHA, site repairs/construction, preventive maintenance, etc.) for the purpose of providing services within established time frames and in compliance with related requirements.
● Ensures that Service Managers are inspecting all aspects of new construction, repair work, projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently, specifications are within regulatory requirements and inspection reports and payment requests are correct.
● Ensure lender required capital expenditures are completed within specified time frames and in cost effective manners.
● Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
● Performs personnel functions (e.g. interviewing, evaluating, supervising, counseling, disciplining, directing, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
● Presents information for the purpose of communicating information, gaining feedback and ensuring
adherence to established internal controls.
● Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the company’s goals and objectives.
● Responds to emergency situations during and after standard hours for the purpose of resolving immediate safety concerns.
● Ensures that buildings are in compliance with local building and safety code
● Must be proficient in many trades since they oversee common repair tasks, such as patching drywall, fixing leaks, painting and re-keying locks in addition to general construction projects.
● The Regional Service Manager should be always available to the on site teams via cell phone (and be available to provide consultation as n eeded) in case of an emergency with one of their buildings both during and after work hours.
● Maintaining a strong working knowledge of industry regulations, restrictions, and laws, ensuring the company's adherence to these regulations, a nd remaining current on the industry's standards and new innovations, materials, tools, and processes.
● Researches new products, laws, regulations, etc. for the purpose of recommending purchases, contracts and proper maintenance of company wide services
● Selects, contracts, and oversees contractors for specific capital expenditures and construction related activities.
● Negotiates contracts and agreements to ensure cost-effectiveness and adherence to quality standards.
● Maintains a comprehensive vendor database, tracking performance, pricing, and compliance with contractual obligations.
● Regularly reviews vendor performance and conduct vendor audits to ensure service level agreements are met.
● Sources and secure the best deals for goods and services related to property management.
● Provides leadership in the initial plannings stage by collaborating with OW Community and Senior Leadership team and other involved parties; develops detailed job description of jobs,
● Collaborates with all parties to discuss and resolve problems, including work procedures, complaints, and construction or design issues.
● Ensures clear lines of communication between Asset and Property Management.
● Establishes protocols for consistent updates on initiatives and directives, between functional departments.
● Ensures safety standards and guidelines are followed on site and ensures all safety codes are met during construction.
● Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
● Conduct construction activities within federal, state and local environmental rules and regulations.
● Perform other related duties as assigned.
● Complete all OneWall University courses by the required deadline.
