Job Description

Journeyman Systems Engineer – Weapons Systems / ECP Support

Salary: $130K-$170K

Customer: Naval Air Systems Command (NAVAIR), PMA-201

Position Description

The Journeyman Systems Engineer shall provide systems engineering and technical support to NAVAIR PMA-201 for airborne weapons and mission-system capabilities, with emphasis on engineering change management, weapons system integration, technical baseline control, and lifecycle engineering. The engineer shall evaluate proposed engineering changes, assess impacts to system requirements, interfaces, performance, safety, configuration, and test requirements, and develop technical documentation and recommendations to support Government engineering decisions and acquisition program execution.

Duties and Responsibilities

  1. Weapons Systems Engineering: Support systems engineering activities associated with airborne weapons systems, mission-system interfaces, and related aircraft capabilities. Analyze system requirements, specifications, interfaces, technical performance, and integration dependencies to assess compliance with operational and mission requirements.

  2. Engineering Change Proposal (ECP) Development and Review: Review, analyze, coordinate, and track ECPs and associated engineering change documentation. Assess proposed changes for technical feasibility, requirements compliance, system impacts, configuration implications, integration dependencies, verification requirements, and potential effects on cost and schedule. Document findings and provide recommendations to Government engineering personnel.

  3. Requirements and Technical Baseline Management: Maintain requirements traceability and support the evaluation and disposition of proposed changes to approved system specifications, interface requirements, drawings, software baselines, and other controlled technical artifacts, as applicable.

  4. Weapons System Integration: Assess the impacts of hardware, software, and interface modifications on weapons system functionality, aircraft integration, interoperability, and mission performance. Coordinate with engineering disciplines, platform stakeholders, and supporting contractors to identify and resolve integration issues.

  5. Technical Review and Risk Assessment: Prepare engineering analyses, technical assessments, risk evaluations, and supporting briefings for engineering change reviews, technical interchange meetings, integrated product team meetings, and program decision forums.

  6. Verification, Validation, and Test Support: Evaluate proposed changes to determine applicable verification and validation requirements. Support test planning, procedure and report reviews, discrepancy assessment, and verification of corrective actions to establish that approved changes meet applicable requirements.

  7. Configuration Management and Change Tracking: Support configuration identification, change documentation, technical baseline updates, change status accounting, and coordination of approved engineering changes in accordance with applicable program configuration management procedures.

  8. Technical Documentation and Coordination: Develop, review, and maintain ECP assessments, engineering reports, action-item trackers, technical correspondence, meeting minutes, and change-status reports. Coordinate with Government engineers, program office personnel, prime contractors, and supporting engineering organizations to facilitate timely technical reviews and change resolution.

  9. Lifecycle Engineering Support: Evaluate the potential effects of proposed changes on system reliability, maintainability, supportability, obsolescence, and sustainment requirements. Identify technical risks and dependencies that could affect fielded system performance or future system modifications.

  10. Program Execution Support: Track assigned engineering actions, ECP milestones, technical review comments, and issue-resolution activities. Provide timely status updates and elevate significant technical risks, unresolved discrepancies, and schedule concerns to the designated Government technical lead.

Minimum Qualifications

  • Bachelor's degree in Systems Engineering or another applicable engineering discipline from an accredited institution.

  • Five (5) years of relevant engineering experience supporting defense acquisition, weapons systems, military aviation, systems integration, or engineering lifecycle management.

  • Demonstrated experience reviewing, analyzing, processing, or coordinating Engineering Change Proposals (ECPs) or comparable engineering change documentation.

  • Experience assessing the effects of engineering changes on system requirements, technical baselines, interfaces, configuration, verification, and validation.

  • Experience developing and reviewing engineering analyses, technical documentation, risk assessments, and briefings.

  • Proficiency with Microsoft Word, Excel, and PowerPoint.

  • Ability to obtain and maintain the security clearance and program access required for the assigned work, if applicable.

Preferred Qualifications

  • Direct experience supporting NAVAIR PMA-201 or a comparable Navy aviation weapons program office.

  • Experience with airborne weapons systems, aircraft mission-system integration, weapons interfaces, or related combat-system capabilities.

  • Familiarity with DoD acquisition processes, NAVAIR engineering procedures, configuration management, and technical review boards.

  • Experience with ECP impact assessments addressing hardware, software, interface, test, safety, reliability, and sustainment considerations.

  • Familiarity with requirements management tools, technical data repositories, engineering change tracking systems, and configuration status accounting.

  • Experience coordinating ECP reviews among Government engineering personnel, prime contractors, integrated product teams, and test organizations.

Performance Expectations

The Journeyman Systems Engineer shall deliver accurate, timely, and technically defensible engineering assessments and ECP reviews that support informed Government decisions, preserve technical baseline integrity, identify integration and lifecycle risks, and facilitate the controlled implementation and verification of approved weapons system changes. The engineer shall independently execute routine assignments within established technical direction and elevate complex, high-risk, or cross-disciplinary issues to senior engineering personnel.
