Job Description

Agile Portfolio Lead

In this position, you will work with a diverse community of experts, project leadership, multi-disciplinary technical professionals and external stakeholders in a role that draws heavily from agile project management as a discipline tailored to our environment. The primary worksite for our combined Government and Contractor team is at Webster Field in St. lnigoes MD. Further details on the position below. This position is best supported by someone able to work at NAWCAD WOLF's Webster Field location and quickly able to be onsite at NAWCAD WOLF or Antech's Lexington Park MD office 2-3 days a week, candidate within 80 miles of Lexington Park Maryland and able to attest they can support this requirement will be given credit in assessing candidate qualifications for their ability to meet this requirement. These 2-3 days a week traveling to one or more of these locations is not considered part of the non-local travel requirement below.

The successful applicant will have a bachelor’s degree with at least 7 years’ experience, an associate’s degree in a relevant field with at least 10 years’ experience, or a high school diploma/general equivalency diploma (GED) with at least 12 years’ experience. Post-baccalaureate education or certification in a PMI or agile project management, or information technology management field is highly desired and will be considered the equivalent of 2 years of experience. The ideal candidate is a lifelong learner of both self-explored and taught topics. The selected candidate will be required to obtain a certification within project management including or equivalent to a PMI-PMP, PMI-ACP, Google Agile Project Manager, AgilePM, sAFE APM, sAFE SASM. Leadership experience working within US Navy is highly desired, with direct experience in other Federal Government/Military in a leadership role also desired.

Applicants must be a U.S. citizen and able to qualify for a Security Clearance. Active Security Clearance is a plus.

Position may require non-local travel approximately 15% of the time.

Position Purpose

The Agile Portfolio Lead serves as the execution lead and cross-functional integrator for a portfolio of two to five concurrent digital solution projects/project lines supporting a range of Sponsors in the Department of Defense and National Guard. The role blends project leadership, requirements ownership, stakeholder engagement, delivery coordination, decision support, and execution forecasting within a hybrid Agile environment tailored for a unified government and multi-company contractor team where members provided shared time across multiple projects. The position succeeds by enabling informed decisions, coordinating cross-functional teams, and ensuring predictable effective and efficient execution balanced with flexible reactive adjustment to emergent changes rather than through direct supervisory authority or rigid expectation of upfront fully developed requirements. As a project’s Agile Portfolio Lead, you are the key vision holder of what success means, what is most important for the project, where the project is, and how it gets to success on time, within resources.

Organizational Context

Senior leadership establishes strategic priorities, staffing, governance, and portfolio direction working in an ongoing evolution across all projects with agile portfolio leads. Functional leads provide technical leadership under the guidance of Functional Champions and the Agile Portfolio Lead. The Agile Portfolio Lead integrates these perspectives into executable plans, coordinates daily delivery, maintains transparency, and helps leadership understand tradeoffs affecting schedule, scope, resources, and mission outcomes.

Project Portfolio

Projects include IETMs, technical manuals, computer-based training/interactive courseware, LMS/LRS delivered training content, instructor support tools, multimedia products, mission information systems, software solutions development, analytics, AI-enabled and interactive decision support, job performance aids, and integrated high performance support solutions (HPSSes).

Role Philosophy

The Agile Portfolio Lead is expected to think before reacting, facilitate thinking and speedy progress to the actionable, engage cross-functional visibility, and provide leaders with high-quality recommendations supported by analysis. The role emphasizes collaboration, foresight, transparency, analytical judgment, and disciplined flexible execution.

Primary Responsibility Areas Project Planning & Execution
  • Develop and evolve integrated project plans.
  • Maintain schedules, milestones and execution roadmaps.
  • Track commitments and coordinate execution within each of your 2–5 projects.
  • Ensure roll-up information is available and integrate-able including WSRs, MSRs, data calls, JIRA/Confluence/SharePoint/GIT dashboards and executive reporting.
  • Coordinate change impacts.
Requirements Leadership

Risk, Decision Support & Forecasting
  • Identify risks and mitigation.
  • Forecast remaining effort.
  • Forecast schedule and resource needs.
  • Provide recommendations and options.
  • Escalate significant issues through tools and directly as appropriate.
Agile Execution
  • Tailor approved Agile processes.
  • Lead spiral and sprint planning.
  • Coordinate backlog refinement.
  • Improve delivery processes.
  • Maintain project artifacts.
Opportunity Awareness
  • Identify emerging needs.
  • Support capture and proposal efforts when requested.
  • Communicate trends to leadership.
Decision Authority

Owns day-to-day execution, planning, requirements, stakeholder engagement, project controls, approved resource coordination, forecasting, and execution recommendations. Senior leadership retains authority for budgets, staffing, portfolio prioritization, governance, and strategic direction.

Working Relationships

Works regularly with government sponsors, product owners, project GPL, Analyst, Designers, Developers, Testers and project specific external stakeholders. Works less frequently but highly effectively with ePerformance Leadership, COMET Senior Leadership, Functional Champions, COMET Tools Coordinators, and Special Projects leads.

Salary Range: $81,120 - $125,150 - Antech applies several factors to determine each individual's appropriate salary component in their compensation package, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific elements and broader organizational requirements. The range displayed represents the overall expected salary range for this position and is just one component of Antech's total compensation package for employees.
