The Marion County Public Works Department is seeking a talented, self-motivated, experienced individual to work collaboratively with the Environmental Services Solid Waste System to help shape our System to assure we meet the needs of our community in those areas related to Solid Waste and Recycling. The ideal candidate will exercise significant initiative, self-direction, confidentiality, and sound judgement in performing job functions. The Scale Attendant Supervisor will organize, review, and delegate tasks to staff at Marion County solid waste collection sites. GENERAL STATEMENT OF DUTIES
Manages the scale houses for solid waste sites located within Marion County, including supervision of program staff, development of programs and policies, and budget management. Performs related duties as required.
SUPERVISION RECEIVED
Works under the general supervision of the Environmental Services Division Manager who assigns work, establishes goals, and reviews the results obtained for overall effectiveness through the analysis of performance, reports, and conferences.
SUPERVISION EXERCISED
Exercises full supervision over employees and volunteers; participates in selection of new personnel, provides for training, evaluates performance, responds to grievances, takes disciplinary action, and recommends personnel actions.

  • Supervise and coordinate Program Staff for Solid Waste fee collection sites and Waste Reduction Compliance.
  • Assigns, reviews, coordinates, and evaluates work of staff.
  • Participates in employee selection, training, performance evaluation, and discipline.
  • Responsible for establishing standards and processes for Programs.
  • Oversee budget and project timelines for programs supervised, and computer related activities.
  • Prepare studies, reports, plans, specifications, and contracts related to Programs Supervised, as well as develop programs and procedures.
  • Update BOC on Program related issues as needed.
  • Participate/Coordinate in Commissions and Councils as needed to assure Marion County Residents participate in issues related to Programs.
  • Responsible for assuring staff are aware of the safety rules applicable to a specific work activity.
  • Responsible for taking corrective action, up to and including ordering a work stoppage when unsafe conditions or practices occur.
  • Establish and maintain professional and effective working relationships with co-workers (team members), other agencies and the public.
  • Possess skills to adequately communicate and access information via the computer.
  • Must have a current valid Oregon driver’s license and maintain an acceptable driving history.
  • Other duties as assigned by your supervisor/manager.

EXPERIENCE AND TRAINING
  1. Four (4) year college degree with major course work in related field; AND
  2. Three (3) years' work experience in related field; AND
  3. One (1) year experience in supervision (may be concurrent with above experience); OR
  4. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is not represented by a union.
  • This is a full-time position, which is not eligible for overtime.
  • Work Schedule: Fri. - Tues. 8:00am - 5:00pm with flexibility depending upon the needs of the department and program.
  • 24-Hour Response. Must be available to perform response duties during an emergency. This classification is essential; a department may designate positions to work during emergencies or business closures to meet operational requirements, ensure health and safety, and protect people and property.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of program area; strategic planning.

Skill in coaching and motivating employees; preparing and maintaining a budget; operating a computer; preparing statistical reports; public speaking; grant-writing and/or fundraising.

Ability to: supervise employees and coach for optimum performance; effectively communicate in both oral and written form; prepare clear and concise reports; compile and analyze statistical information; establish and maintain effective, professional, and collaborative working relationships with staff, the public, clients, and other agencies.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; lifts, pushes, pulls up to 50 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal level of speech; works in wet and uneven areas and areas exposed to heat, cold, dust and noise; possible risk of exposure to OSHA Blood/Body Fluids.
