About This Position

Manages projects, issues and activities in support of the goals and objectives of the Mayor's office and Director’s office; assists in resolving budget, administrative and management issues; develops recommendations and writes reports.

Researches issues as assigned; collects, compiles and analyzes data and information; develops recommendations and prepares reports.
Analyzes trends and issues; interprets concerns, defines desired results, and creates solutions; assists in resolving concerns of departments, public and villages; recommends direction of new Borough strategies.
Identifies issues and collateral problems, develops alternative solutions, projects consequences of proposed actions, and presents recommendations in support of objectives.
Develops and administer department budget, manage grants, contracts and special projects. Coordinates information, clarifies and reconciles issues, and assures effective communications.
Develops management recommendations in response to proposed legislation and revised regulations including analysis of legal decisions, proposed legislation, and new program and fiscal mandates.
Confers with borough staff, public officials and other professionals to define and develop strategies to achieve program objectives; coordinate department, village and public participation in Borough decisions and actions.
Analyzes trends and forecasts revenues, expenditures and workload; coordinates program planning and compliance issues; ensures necessary long term planning is completed.
Represent the Borough at various hearings, meetings, committees, conferences and negotiations as directed.
Coordinates communications with State and Federal agencies and regional organizations; provides support to tribal organizations.
Perform other duties as assigned
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge of project and grant management principles and techniques.
Skill in reading, understanding, and applying relevant Borough, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, and other governing regulations.
Skill in preparing complex and accurate reports. Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with department staff and other Borough employees.

High school graduate or G.E.D/ or, a combination of 12 years of education and related work experience.

Four years of supervisory and managerial experience.

Three years municipal government experience with the North Slope Borough
