SUMMARY: Under the direction of the Water and Wastewater ORC’s, this position independently operates, maintains, and troubleshoots the water and wastewater treatment facilities and has primary responsibility for biosolids transport and disposal. This is a CDL required position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Water and Wastewater Operation and Maintenance
Perform daily walk throughs and operational maintenance of water and wastewater plants
Maintain service pumps, motors, valves, generators; recognize and report equipment failures
Monitor operation of pump and plant equipment; troubleshoot malfunctions
Perform preventive maintenance and minor repairs of equipment and infrastructure
Monitor plant performance and SCADA computer in accordance with codes, regulations, and requirements
Respond to plant alarms; troubleshoot and take corrective actions
Perform facility grounds maintenance, including cleaning equipment and tanks and janitorial duties
Fill in for lab technicians as needed; perform sampling collection, instrument calibration and reporting
Collect and process payments from septage and RV haulers
Order plant-related equipment and chemicals
Utilize asset management software; perform data entry
Perform Fats, Oil, Grease (FOG) interceptor inspections and enforce compliance with the municipal code
Perform the Colorado Department of Public Health and Environment (CDPHE) required delegation of duties plan at intermediate level for water and wastewater.
Train other staff members on plant operations and maintenance; maintain SOP manuals
Other tasks and special projects as assigned

Driving
Drive biosolids truck and trailer to the composting site; dispose of bio-solids and track application of biosolids

Maintain biosolids logs; maintain reporting compliance with Federal and State safety regulations and procedures
Operate heavy equipment such as forklifts on paved and/or uneven terrain; plow snow
Perform pre and post driving inspections
Responsible for scheduling major/annual maintenance, performing routine maintenance and monitoring the department’s fleet records and associated fleet safety program

Safety
Recognize and report unsafe conditions; work safely to prevent accidents
Comply with all safety manuals, procedures, and trainings
Perform pre and post trip inspections and basic maintenance checks on biosolids and plow vehicles

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):
High school diploma or equivalent; valid Driver’s License; one (1) to two (2) years of experience working in public works operations, maintenance, and/or construction preferred; Commercial Class A Driver’s License (CDL) with Tanker Endorsement required or ability to obtain within six (6) months of employment; must maintain CDL in good standing throughout employment; one (1) to three (3) years of experience in compliance with the Colorado Certified Water Professionals (CCWP) certification standards; State of Colorado Class “C” Water and Wastewater certifications required; First Aid and CPR certification required throughout employment. This position is subject to Federal Motor Carrier Safety Administration drug and alcohol testing requirements.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: working knowledge of operations, methods, and procedures of a water and wastewater treatment plant; working knowledge of the machinery used for wastewater treatment and pumping stations; mechanical equipment and ability to diagnose and correct equipment malfunction; basic machinery preventative maintenance and repair; basic knowledge of State and Federal rules governing wastewater discharges and worker safety; safe usage of chemicals used to treat water; FMCSA Post Accident Thresholds.

Skill in: learning and performing a wide range of assignments in the operation and maintenance of the Town’s water and wastewater system; working independently with little to no supervision; strong attention to detail; reading, writing, compiling, analyzing data, and reporting daily; monitoring control panels, gauges, and meters to ensure proper plant operation; using Microsoft products; working well with others in a fast-paced, dynamic environment; using hand, precision, and power tools; safe driving; problem solving; utilization of different software and hardware.

Environmental Factors:
Work is performed both inside water and wastewater treatment facilities and outside under varying and adverse weather conditions with daily exposure to continuous noise, dust, allergens, chemicals, solvents, fumes, smoke, gases, grease, oil, electrical energy, and around moving vehicles. Working conditions include traveling to the composting site to dispose of biosolids and are subject to adverse weather conditions. Work performed indoors is subject to noxious odors and confined spaces and heights; the noise level in the work environment is usually moderate but can be loud in the production area. On-call requirements including ability to respond to emergency or abnormal facility situations outside of normal work hours.

Physical Factors:
While performing the duties of this job, the employee performs heavy manual labor and is required to sit, stand, walk; use hands to handle, or feel, and talk or hear; reach with hands and arms; stoop, kneel, crouch, or crawl and lift 50 pounds. Ability to fulfill on-call requirements. Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling. Ability to operate vehicles and equipment compliant with FMCSA safety standards.
