Lincoln City Kite Festival

The Lincoln County Behavioral Health Division is looking for Clinical Counselor 4 (QMHP) professionals to help provide professional community behavioral health services through individual and group psychotherapy and counseling of clients. This role is also responsible for the delivery of behavioral health services for prevention of child abuse and neglect, hospitalizations, crime and delinquency, and for improved County safety and quality of living.


$77,358.00 - $103,962.00 depending on experience* **
*Lincoln County follows Oregon Pay Equity laws when reviewing education and experience to determine wage offer.
**If licensed as a Mental Health Professional in the State of Oregon, a candidate would automatically qualify as a Clinical Counselor 5 which is paid at a higher rate.

Oregon Coast Aquarium in Newport, Oregon


Provide individual, family and/or group counseling, including assessment, diagnosis, treatment planning, case management and discharge planning:

  • Document services provided and communicate with client and care team as needed.
  • Assess and triages individuals in crisis. Provide short term counseling.
  • Prepares documents for referrals if needed.

Provide consultation to outside agencies as assigned, this includes:

  • Coordinate care with medical providers, case managers, jail personnel community agencies both for individuals and for population health improvement.

Assigned duties if qualified may include:

  • Gambling services including education; assessment; diagnosis; treatment planning; counseling and discharge planning,
  • Pre-commitment investigations,
  • Court liaison as related to Aid & Assist, 370 population, Hope, Mental Health and Drug Court,
  • Addiction services including education; assessment; diagnosis; treatment planning; counseling and discharge planning,
  • Multi-disciplinary, community-based, team approach to provide services using Assertive Community Treatment (ACT), including education, assessment, diagnosis, treatment planning, counseling and discharge planning

Other functions:

  • Interact and convene with community partners and resources as necessary to assure population needs are being met.
  • Attend and participate in team meetings, trainings, and activities to further the health of the community.
  • Participate in on-going quality improvement and reports from data systems to guide and improve practice,
  • Use reflective supervision to evaluate and improve practice and takes part in self-care activities.



Minimum Education Level

Masters specializing in counseling, psychology or related field.

Minimum Experience Level

One year working with special needs clients.

Driver’s License

This position requires an insurable driving record and a valid Oregon driver’s License within in 30 days of appointment.

Professional Licenses

QMHP required within 90 days of appointment.

The employee is required to maintain current and active licensure and/or certification and to provide the appropriate verifications at the time of renewals.

Desirable Qualifications: Bilingual and/or bicultural competencies for Latino population is preferred. CGAC, CADC, EASA, PCIT are preferred.


Knowledge of:

  • The principals and practices of social casework or clinical delivery systems, medical/psychological diagnostic assessment, basic psychotherapy and counseling techniques.
  • General mental health/addictions need assessments.
  • Methods to conduct thorough interviews, assessments and evaluations and effectively interpret information in the formulation of a diagnosis and treatment plan.
