About This Position
To plan, organize, direct, and supervise neighborhood preservation operations within the Neighborhood Preservation Unit; and to perform a variety of technical tasks relative to assigned area of responsibility.

Tentative Schedule TestGenius Online Typing Test
August 5, 2025- August 12, 2025
The test will include language arts, reading comprehension, and basic math. There is no study material or study guide.

Hiring Incentives
New hires will begin employment with 20 hours of sick leave and 20 hours of vacation time placed in their leave balances upon date of hire.
Any lateral hire to any position assigned to the Police Department will accrue leave balances based on their years of experience in a prior public safety position.

Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for enforcing City-wide programs, codes, and ordinances; implement policies and procedures.
Plan, prioritize, assign, supervise, and review the work of staff involved in the enforcement of codes and ordinances related to community preservation, blight, and weed abatement.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Identify corrective actions to be taken by owner; monitor changes to ensure conformance with codes and regulations; provide information to violators and the general public regarding codes, laws, and ordinances.
Coordinate, document, and maintain records of code enforcement activities; prepare a variety of written reports, memos, and correspondence.
Prepare and present educational information to the public; work with diverse, grass
roots neighborhood groups, leaders, and residents.
Coordinate and prepare municipal code text amendments, policy studies, and analysis related to the programs of the unit.
Work with the City Attorney's office on code violations; appear in court to testify as a witness to the violation; maintain files of pending and past legal actions and their resolutions.
Inspect permitted and unpermitted cannabis growing operations and dispensaries for compliance with state and local regulations; take enforcement action, as necessary.
Work with other departments on common enforcement problems and investigations.
Coordinate and oversee work with outside contractors and consultants; monitor work performed and associated costs.
Issue permits to commercial business for outdoor displays and promotions.
Assists in the inspection, documentation, and abatement of substandard and dangerous buildings when necessary.
Represent unit on committees, to outside organizations, staff subcommittees, and other groups, as necessary.
Answer questions and provide information to the public; investigate complaints and recommend corrective action to resolve complaints, as necessary.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Principles and practices of code enforcement, both administrative and criminal.
Law enforcement and investigative techniques.
Principles and practices of supervision, training, and performance evaluations.
Principles and practices of budget development, implementation, and monitoring.

Pertinent federal, state, and local laws, codes, rules, and regulations.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Organize, implement, and direct code enforcement operations and activities.
Interpret, explain, and apply City and department policies, procedures, rules, and regulations.
Assist in the development and monitoring of an assigned program budget.
Develop and recommend policies and procedures related to assigned operations.
Coordinate services and enlist the support of other City departments and governmental agencies.
Enforce codes, ordinances, laws, and regulations.
Inspect and identify violations of code.
Supervise, train, and evaluate assigned personnel.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Experience and Training:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience in the interpretation and enforcement of public nuisance, neighborhood preservation, or zoning codes and regulations, including one year of supervisory responsibility.
Training:
Equivalent to an Associate’s degree from an accredited college with major course work in business administration, public administration, administration of justice, planning, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver's license.
Possession of a certificate of completion of Penal Code 832 Arrest Course within 30 days of appointment.
Designation as a Certified Code Enforcement Officer (CCEO) by:
Five years of experience enforcing codes and passing the CACEO Substituted Service Certification.
