Position Summary
We are seeking a detail-oriented and youth-focused Enrollment Manager to oversee the enrollment process for youth in workforce development programs funded through the Workforce Innovation and Opportunity ACT (WIOA) and Temporary Assistance for Needy Families (TANF) in the Greater Harrisburg Area. This role will be responsible for managing participant intake, collecting and verifying documentation, and ensuring compliance with state and federal eligibility requirements. The Enrollment Manager will also work closely with youth, providing guidance and support throughout the enrollment process and fostering strong connections to workforce development opportunities across diverse sectors.
Key Responsibilities
- Youth Enrollment & Outreach:
- Actively recruit and engage eligible youth to participate in WIOA and TANF workforce development programs.
- Serve as a main point of contact for youth applicants, guiding them through the enrollment process.
- Collaborate with team members to enable outreach activities through schools and community organizations to increase program participation.
- Documentation & Compliance:
- Collect and verify required documentation for WIOA & TANF eligibility, including proof of age, income, residency, and employment status.
- Maintain secure and organized records in accordance with confidentiality and compliance standards.
- Review state and federal guidelines and policies to ensure compliance.
- Ensure all participant files are complete, accurate, and compliant with program regulations.
- Program Coordination & Reporting:
- Track and report enrollment data, ensuring all participant records are up to date.
- Work collaboratively with program staff, case managers, and workforce development partners to provide wraparound support for youth.
- Identify enrollment barriers and implement solutions to improve access to program services.
Qualifications
- Bachelor’s degree in human resources, social work, public administration, or a related field preferred (or equivalent experience).
- 4-6 years of experience in workforce development, human resources, youth development, or enrollment management.
- Familiarity with WIOA and TANF program requirements and workforce development systems preferred.
- Strong organizational and documentation skills, with attention to detail and compliance.
- Excellent interpersonal and communication skills, particularly in working with opportunity youth.
- Ability to build relationships with youth, families, and community partners.
- Knowledge of the Greater Harrisburg Area and a commitment to workforce development preferred.
The Enrollment Manager is a remote-first, full-time role offering an exciting opportunity to shape the future of workforce development in the Greater Harrisburg Area, while empowering youth to build meaningful careers. This position is currently funded through June 30, with the possibility of ongoing full-time employment based on performance and continued funding.
