Job Overview

The Chief Asset Management Officer (CAMO) serves as a senior member of the executive leadership team, responsible for the strategic oversight, operational performance, and regulatory compliance of the organization’s HUD Performance-Based Contract Administration (PBCA) programs. The CAMO ensures operational excellence, program integrity, and continuous improvement across all service areas while supporting organizational growth through business development, strategic partnerships, and industry leadership. This role is critical in advancing National Housing Compliance’s (NHC) mission and ensuring the successful execution of federal housing contracts.

PBCA Operations & Compliance

  • Provide executive leadership and oversight of PBCA program operations, including:
    • Voucher processing
    • Contract administration
    • Management and Occupancy Reviews (MORs)
    • Quality assurance and compliance services
  • Ensure full compliance with HUD regulations, PBCA program requirements, and federal housing guidelines.
  • Establish and enforce operational policies, procedures, and performance standards.
  • Monitor key performance indicators (KPIs) to ensure contractual deliverables are achieved.
  • Maintain current knowledge of regulatory changes and ensure timely implementation across operations.
  • Oversee quality control frameworks to ensure accuracy, consistency, and compliance
  • Lead continuous improvement initiatives to enhance operational efficiency and service delivery.
  • Oversee field office operations, including subcontracted operations in Illinois and Georgia.
  • Ensure resident concerns, particularly life-threatening health and safety issues, are addressed promptly and in compliance with HUD standards.
  • Review and approve monthly invoices and performance reports to ensure 100% of fees are earned for the corporation.
  • Establish professional and effective working relationships with staff, partners, and customers – providing and promoting excellent customer service, assuring effective communication, problem solving, and providing technical assistance.
  • Human Capital & Organizational Leadership

  • Lead and develop a high-performing, mission-driven team across central and field operations.
  • Ensure appropriate staffing levels and workforce planning aligned with operational needs.
  • Partner with Human Resources to:
  • Support recruitment, retention, and workforce development
  • Identify and develop internal leadership pipeline
  • Promote a culture of accountability, collaboration, and continuous improvement.
  • Continuous Improvement & Innovation

  • Design and implement systems to measure and improve operational efficiency and effectiveness.
  • Leverage industry best practices, data analytics, and technology solutions to optimize performance.
  • Ensure standardization and documentation of processes across the organization.
  • Drive innovation in service delivery models, including integration of IT and automation solutions.
  • Stakeholder Engagement & Customer Service

  • Foster strong relationships with housing authorities, owners, agents, and residents.
  • Promote a high standard of customer service across all operational areas.
  • Provide technical assistance and problem resolution to stakeholders.
  • Ensure effective communication and responsiveness across all service channels.
  • Additional Responsibilities

  • Attend and participate in executive leadership meetings and board reporting as required.
  • Ensure consistent adherence to organizational policies and standards.
  • Perform other duties as assigned to support organizational priorities.
  • Minimum Qualifications

    Bachelor’s degree in Business Administration, Public Administration, Urban Planning, Housing Management, or a related field, master’s degree (MBA, MPA, or related discipline). 10–12 years of progressively responsible leadership experience in HUD programs, PBCA operations, and affordable housing compliance with seven years’ supervisory and departmental level responsibilities. Executive leadership experience within a PBCA or large-scale housing compliance organization preferred managing large-scale government contracts. Experience in housing compliance consulting, technical assistance, or advisory services. Demonstrated success in business development and contract acquisition. Proven experience leading multi-functional teams across geographically dispersed operations. Strong financial acumen, including budget development and resource allocation. Deep knowledge of HUD regulations, PBCA requirements, and housing compliance frameworks. Experience with HUD systems and reporting requirements

    Certification, training, or specialized degree required: CPM, Broker's License, PMP

    Location: Atlanta Georgia (Hybrid)

    Travel: 15-20%
