The Utilities Superintendent is responsible for leading and managing all field operations related to underground utility construction, including water, sewer, and storm drainage systems. This role oversees daily jobsite activities, ensures projects are completed safely, on schedule, and within budget, and maintains high-quality standards across all utility installations.
This position serves as the primary field leader, coordinating crews, subcontractors, and equipment to successfully deliver sitework and utility infrastructure projects.
Key Responsibilities
Field Operations & Project Execution
- Oversee installation of water, sewer, and storm drain systems, including grading, trenching, pipe laying, and structures
- Manage daily field operations and ensure work aligns with plans, specifications, and project schedules
- Read and interpret construction drawings, utility plans, and specifications
- Coordinate sequencing of work to maximize efficiency and minimize conflicts
- Monitor production, track progress, and adjust resources to meet deadlines
Team Leadership & Supervision
- Supervise foremen, operators, pipe crews, and subcontractors
- Provide direction, training, and mentorship to field personnel
- Conduct daily huddles, safety meetings, and coordination meetings
- Maintain accountability for crew productivity and performance
Scheduling & Coordination
- Develop and manage short-term (2–6 week) lookahead schedules
- Coordinate subcontractors, vendors, inspections, and deliveries
- Work closely with Project Managers on RFIs, change orders, and project updates
- Interface with municipalities, inspectors, and utility providers
Safety & Compliance
- Enforce OSHA and company safety policies and procedures
- Conduct regular site inspections and hazard assessments
- Ensure all work complies with local, state, and environmental regulations
- Promote a strong safety culture on all job sites
Quality Control
- Inspect work to ensure compliance with plans and specifications
- Coordinate testing (compaction, pressure, etc.) and inspections
- Ensure proper installation of utilities and adherence to standards
- Manage punch list items and project closeout
Equipment & Resource Management
- Coordinate labor, equipment, and material needs
- Monitor equipment usage and ensure proper maintenance
- Manage site logistics, access, and laydown areas
Reporting & Documentation
- Maintain daily reports including manpower, production, and site conditions
- Track quantities installed and production rates
- Document delays, issues, and change conditions
- Communicate progress to senior leadership
Qualifications
Required
- 5–10+ years of experience in heavy civil construction, with a focus on utilities
- 3+ years in a supervisory role (Superintendent, General Foreman, or similar)
- Strong knowledge of underground utilities (water, sewer, storm drainage)
- Ability to read and interpret plans, blueprints, and specifications
- Proven leadership and team management skills
- Strong understanding of OSHA safety standards
Preferred
- Experience in sitework and grading
- Knowledge of GPS machine control and layout
- Experience working with local municipalities in South Carolina
- CDL (preferred but not required)
Physical Requirements
- Work involves sitting, walking or standing for extended periods of time in various adverse weather conditions
- Must be able to repeatedly lift and/or carry weights of five to fifty pounds
- Requires the ability of speaking and/or signaling people to convey or exchange information
- Must have minimal levels of eye/hand/foot coordination
- Numerical Aptitude- This position requires the ability to utilize mathematical formulas; adding and subtracting totals; multiplying and dividing.
- Must be able to wear Personal Protective Equipment, safety glasses, hard hat with chin strap, reflective safety vest, gloves, ear protection, face shield, safety toe boots
