Job Description:
Our Development & Permits is seeking an Engineer 4 to facilitate effective site development.
A successful candidate for this position will be able to do the following:

Perform review of roadway & complex drainage, grading and E&S control.
  • Review and approve development plans to ensure code compliance for public facilities, drainage, stormwater management for site development.
  • Research and analyze engineering data in order to prepare and update plans and correspondence.

Assist design consultants and developers through the development process.
  • Serve as City representative, coordinating development project implementation in a timely manner (accuracy %).
  • Lead interdepartmental meetings with design consultants and developers, finding creative solutions to issues and diverging viewpoints.
  • De-conflict comments between departments before review is sent to design consultant
  • Facilitate a comprehensive review of complex development plans, identifying and compiling applicable requirements and ensuring requirements are appropriately reflected on plans.
  • Identify obstacles the developer may encounter during construction or near project completion that might delay activation and final inspection. Notify appropriate staff and developer.

Be able to review EPA SWMM (Storm Water Management Model) drainage analysis and operate SWMM software.
  • Ability to review Stormwater plans.
  • Design consultants use EPA SWMM software almost exclusively for large development projects. A successful candidate will already possess proficient knowledge of the modeling software or be able to attain proficiency within six (6) months of hire.

Provide guidance and train engineering staff on development design concepts and Public Facilities Manual requirements.
  • Senior level staff must be able to fill in for division head when needed and be able to explain Public Facilities Manual design concepts to less senior staff and to design consultants.
  • Work with staff to ensure engineering reviews are consistent and reasonable solutions are being presented.

Be able to work with multiple people on projects, ability to understand perspectives, and build relationships between the Departments.
  • Following up in a timely manner with other Departments, design consultants, developers, and contractors.

Assist citizens with questions and concerns related to site development projects.

Required Qualifications:
Vocational/Educational Requirement: Requires a bachelor’s degree in civil engineering or a closely related field.

Experience: In addition to satisfying the vocational/education standards, this class requires a minimum of seven years of related, full-time equivalent experience.

Special Certifications and Licenses: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards. Depending on assignment, a Commercial Driver’s License may be preferred. A Professional Engineer license is also required. Depending on position, State and/or City certification(s) may be required.

Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
