Description:

To assist the Elk Valley Rancheria Gaming Commission (Commission) with on-site management of Surveillance and Compliance personnel at the Elk Valley Casino (Casino). While on duty, supervises and directs surveillance and compliance personnel to ensure the successful completion of specified duties and other assigned tasks; reviews departmental logs and reports for completeness and accuracy and makes recommendations to the Commission and implements approved changes to address departmental needs, policy, procedures, and personnel. Performs all duties and responsibilities of Surveillance Operator I/II and Compliance Specialist, which include, but are not limited to: the monitoring of Casino activities, customers, employees, transactions and reporting requirements to ensure compliance with Federal, State and Tribal gaming laws and regulations; investigate and report deficiencies or violations and conducts follow-up to ensure implementation of appropriate corrective action; provides technical support for the functionality and maintenance of the surveillance system (including camera placements, preventative maintenance, installs and adjustments); to proactively provide and maintain covert surveillance operations to protect the employees, guests, and assets of the Casino and other Elk Valley Rancheria, California owned premises; and performs all duties to ensure compliance with all applicable company, Tribal, State and/or Federal regulations, standards, policies and/or procedures.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Duties may be added, changed or deleted at the sole discretion of management:

  • Assist the Commission with the oversight of surveillance and compliance personnel by providing on-site supervision, guidance and training.
  • Makes recommendations to the Commission regarding department personnel, policy, practices, and procedures.
  • Following approved policy and producers, performs surveillance, slot, bingo, card, licensing and other compliance tasks, reviews, and investigations.
  • Utilize checklists, trainings, and available tools to ensure tasks are completed accurately and in a timely manner.
  • Assist in the training of new surveillance and compliance personnel to meet departmental standards.
  • Ensure approved moves, changes, improvements, and maintenance of the surveillance system are completed in a timely manner.
  • Communicate the status of surveillance and compliance tasks and trainings with the Commission.
  • Must be able to multi-task day-to-day duties and assigned tasks.
  • Monitor shipping, receiving, testing, installation, relocation, removal, storage, etc. of gaming software/devices for security and compliance with applicable laws and regulations. Ensure accurate records are maintained on same.
  • Maintain control over access to sensitive areas of gaming devices.
  • Assists with monitoring table games and drops for compliance.
  • Assist with monitoring count room activities for compliance.
  • Works closely with the Gaming Commissioners, Internal Auditor, Surveillance, Compliance, Background Investigators, as well as appropriate casino personnel in fulfilling responsibilities.
  • Assists with ensuring that the casino fulfills all of its reporting requirements including but not limited to: Title 31, IRS, NIGC, State and Commission reports and assessments.
  • Monitor applicable logs and inventory sheets.
  • Observe and report suspicious activity, illegal deeds, violations or omissions of casino policy and procedures by employees, as well as the actions and behavior of customers through monitoring cameras located throughout the casino.
  • Protect employees, customers, and assets of the Tribe located at the Casino and other properties by monitoring the premises to detect suspicious activities or disturbances, non-compliance or safety issues using closed circuit television monitoring.
  • Attend staff meetings to exchange information; attend in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
  • Provide written documentation in reports or logs; as required.
  • Maintains accurate timekeeping for all work performed, following applicable company policy.
  • Any other duties assigned by the Gaming Commission.

SUPERVISORY RESPONSIBILITIES

While on duty (on the clock), the Surveillance & Compliance Supervisor will provide direct onsite supervision to surveillance and compliance areas, duties, and personnel, reporting to the Gaming Commission. Working with other surveillance and compliance personnel, fulfills and completes required tasks and as assigned, initiates and completes approved departmental changes. Reports to the Commission regarding personnel and other departmental concerns, needs and status. Makes recommendations regarding and assists with staff evaluations, hirings, scheduling, performance, trainings and disciplinary processes. At all other times, surveillance and compliance staff report directly to the Gaming Commission.

The Surveillance & Compliance Supervisor does not replace the Gaming Commission’s roles and responsibilities regarding overall management of Surveillance and Compliance departments as specified in approved controls, regulation, and/or ordinance.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Meet Surveillance Operator Level II, Technical Operator and Compliance Specialist requirements and five (5) or more years of direct casino surveillance operations experience or two (2) or more years casino surveillance operations experience with three (3) or more years casino compliance/operations experience; or equivalent combined surveillance operations and casino compliance/operations experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as procurement, governmental and internal policies and procedures. Ability to write/email routine reports and correspondence. Ability to speak effectively before groups of customers, vendors, or employees of the organization.

MATH SKILLS

Ability to work with mathematical concepts such as discounts, interest, fractions, ratios, commissions, proportions, and percentages. Review and/or audit internal documents to ensure accuracy of purchases, revenue, and errors of transaction.

REASONING ABILITY

Ability to handle practical problems and deal with multiple variables simultaneously. Ability to follow a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to quickly evaluate alternatives and suggest a plan of action as necessary.

COMPUTER SKILLS

To perform this job successfully, an individual should have basic computer functions knowledge (e.g., copy, paste, save, etc.) and a working knowledge of Microsoft Office Word, Microsoft Excel and Microsoft Outlook. Must type at a minimum of 30 words per minute. Basic knowledge of computer networking and compliance requirements.

CERTIFICATES, LICENSES, & REGISTRATIONS

Must qualify for and maintain an Elk Valley Rancheria Gaming license. Must maintain applicable qualifications and/or certifications to use company vehicles, ladders, lifts, and hand tools.

The following trainings will be offered post-employment and are required within the training schedule timeframe: Title 31, sexual harassment prevention, prevention and managing computer related injuries, driving safety, safety orientation, hazard communication, cyber security, bloodborne pathogens, office safety and office ergonomics.
