OSP Facilities Long Haul Deployment Construction Project Manager in New York at Jobgether

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an OSP Facilities Long Haul Deployment Construction Project Manager based in the United States.

This is a full-time project leadership role focused on large-scale outside plant and long-haul telecommunications construction programs.
You’ll manage turnkey construction contracts while overseeing schedules, budgets, materials, vendors, and project delivery.
The role combines telecommunications expertise, contract management, capital planning, regulatory coordination, and proactive risk management.
You’ll work closely with contractors, legal teams, internal stakeholders, customers, and support organizations to keep complex deployments moving.
A major focus will be maintaining strong project controls, resolving issues early, and ensuring construction meets contractual and technical standards.
You’ll also oversee reporting, invoicing, change orders, permitting, and final as-built documentation throughout the project lifecycle.
This opportunity is well suited to an experienced OSP professional who can balance technical detail, commercial priorities, and large-scale project execution.

• Draft, review, and negotiate outside plant construction contracts in collaboration with legal and other internal stakeholders.

• Monitor project execution to ensure compliance with contractual obligations, specifications, schedules, and construction standards.

• Evaluate and process change orders, assessing their impact on scope, schedule, budget, and project delivery.

• Coordinate with contractors, legal teams, customers, and other stakeholders to resolve contractual issues and project disputes.

• Compare project status against contractual schedules, issue appropriate notices, and monitor recovery plans when milestones are at risk.

• Work closely with construction partners to manage schedules, production forecasts, project progress, and delivery expectations.

• Manage complex permitting and regulatory requirements, including NEPA, CPUC, Tribal Lands, and similar requirements.

• Plan, order, receive, and coordinate the distribution of major project materials.

• Prepare project-level and executive-level reporting, including regular updates for key customers and stakeholders.

• Maintain accurate and organized records covering contracts, correspondence, changes, project documentation, and other critical records.

• Manage project budgets, expenditures, and spend forecasts while proactively identifying and mitigating financial risks.

• Review project invoices against progress metrics and investigate or resolve discrepancies and anomalies.

• Deliver accurate project as-builts to support teams so completed routes are properly documented and captured in inventory systems.

• Ensure projects are delivered on schedule, within approved budgets, and in accordance with applicable construction and technical standards.

• Bachelor’s degree preferred, ideally in Engineering, Construction Management, or another relevant technical discipline; equivalent professional experience may be considered.

• Business education or demonstrated commercial acumen is a plus.

• 7+ years of experience in telecommunications, including outside plant, fiber optics, telecommunications architectures, optical transport equipment, and project management.

• 5+ years of contract management and capital management experience, preferably involving long-haul OSP or other large-scale construction projects.

• Strong working knowledge of OSP construction standards, fiber specifications, and optical network design principles.

• Understanding of construction contract structures and payment models, including unit-rate and fixed-price arrangements.

• Ability to read, interpret, and work from construction documentation and technical specifications.

• Experience across the full OSP project lifecycle, including quoting, construction, deployment, and delivery.

• Experience managing large capital projects, including purchase requisitions, expenditure tracking, and invoice reconciliation.

• Familiarity with NTIA or similar program requirements, including Davis-Bacon, Build America, Buy America (BABA), and related requirements, is a plus.

• Excellent negotiation, written, verbal, and stakeholder communication skills.

• Strong attention to detail with the ability to manage multiple projects, priorities, and deadlines simultaneously.

• Demonstrated problem-solving skills and the ability to proactively identify and mitigate project risks.

• Ability to explain technical subjects clearly to both technical and non-technical internal and external stakeholders.

• Commercially minded approach with the ability to balance project requirements, customer needs, and financial considerations.

• Proficiency with Microsoft Office, including Excel and Word, as well as Google Workspace tools such as Sheets and Slides.

• Experience using Google Earth for project or route-related work.

• Advanced Microsoft Excel skills are a plus.

• Experience with Site Tracker or another project management platform is required.

• Ability to work effectively in a remote environment and maintain clear, proactive communication with distributed stakeholders.

• Salary: Estimated base salary of $77,100–$118,600 USD annually.
