The purpose of the Contributions & Enrollment Supervisor is to oversee and monitor Account Representatives. This involves overseeing the collection of contributions from employers based on their Collective Bargaining Agreements with the various Local Unions. The supervisor ensures work history is input correctly for each participant which provides eligibility for health care coverage. This position also participates in open enrollment activities in collaboration and coordination with the New Membership team. This role provides daily support to employees and gives guidance and direction in the enrollment, eligibility, work history, employer/employee payments and processes while ensuring adherence to policies and procedures.


ESSENTIAL JOB FUNCTIONS AND DUTIES

  • Provides leadership, motivates, advocates, coaches and develops team performance and promotes Fund culture/mission
  • Monitors team goals and audits production, quality, and performance to ensure the team is applying payments from employer/employee appropriately
  • Manages team workflows by delegating and assigning work to staff
  • Assists team in resolving complex or escalated operations or payment issues
  • Reviews contract extracts, inputs contract information and requirements, and monitors contract status
  • Allocates team resources to complete goals
  • Assists in training employers on processing work reports and payments on the employer website
  • Collaborates and partners with other Contributions & Enrollment leadership to ensure consistency across all teams and identify ways to be BETTER, more efficient, adaptable, and participant focused
  • Ensures adherence to policies and procedures are consistently applied
  • Assists in processing work reports as needed
  • Initiates and recommends policy changes
  • Collaborates with the Legal team to understand legal regulations and plan provisions
  • Updates quarterly collections reports with payments received on outstanding issues
  • Interacts with Employers, Local Unions and participants to resolve complex issues
  • Interacts with Employers & Local Unions to educate regarding policies and procedures
  • Strictly adheres to all regulatory and legal requirements, including time deadlines
  • Reviews Summary Plan Descriptions and Plan Document language and ensures it accurately reflects legal requirements and Fund policy and procedures
  • Ensure team is applying eligibility and work history hours, FMLA hours, absence/leave hours, and vacation bank appropriately
  • Plans, analyzes, and evaluates programs and services, operational needs, and fiscal constraints
  • Supervises, leads, and delegates work and coaches, mentors, develops employees
  • Analyzes problems, identifies and develops alternative solutions, projects consequences of proposed actions, and implements recommendation/solutions
  • Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
  • Assists with developing and coordinating policies and procedures
  • Responsible for the oversight of continued employee training requirements, safety, and quality initiatives

ESSENTIAL QUALIFICATIONS


Years of Experience and Knowledge

  • 2 ~ 3 years of related experience minimum
  • 1 ~ 2 years of supervisor experience required
  • Professional level training that provides working knowledge of:
    • accounting principals
    • administration of welfare plan benefits
    • audit and billing procedures
    • collective bargaining agreements and minimum standards
    • plan documents and summary plan descriptions
    • billing and delinquency procedures
    • eligibility rules and enrollment functions
  • Supervisory experience including:
    • setting and monitoring team goals and measuring performance
    • coaching/mentoring/providing ongoing training to contribution and accounting representatives conducting performance appraisals

Education, Licenses, and Certifications

  • Bachelor's Degree in Healthcare Administration or related field or equivalent work experience required


Skills and Abilities

  • Intermediate level Microsoft Office skills (Word, Excel, PowerPoint, Word, Outlook)
  • Preferred fluency (speak and write) in Spanish
  • Communication, organizational, analytical, and deductive reasoning
  • Problem solving, multi-tasking and decision making skills
  • Customer service


Salary range for this position: Salary $70,500 - $88,200. Actual base salary may vary based upon, but not limited to: relevant experience, qualifications, expertise, certifications, licenses, education or equivalent work experience, time in role, peer and market data, prior performance, business sector, and geographic location.

Work Schedule (may vary to meet business needs): Monday ~ Friday, 7.5 hours per day (37.5 hours per week) with potential for hybrid work-from-home arrangement.
